A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARTTA, CALIFORNIA, APPROVING GENERAL PLAN
AMENDMENT 05-007 (MASTER CASE 05-270) AND ADOPTING A NEGATIVE
DECLARATION FOR THE EAST SANTA CLARTTA ANNEXATION AREA, LOCATED
EAST OF CITY BOUNDARIES IN CANYON COUNTRY NEAR THE INTERSECTION OF
SOLEDAD CANYON ROAD AND SR 14 IN THE COUNTY OF LOS ANGELES
WHEREAS, the City Council of the City of Santa Clarita does hereby make the following
findings of fact:
a. The site consists of approximately 1,885 undeveloped and uninhabited acres.
b. The site is located adjacent to the eastern boundary line of the soon to be
completed Stonecrest Annexation east of the City of Santa Clarita in the area
known as Canyon Country.
C. The project is not associated with an existing, proposed, or reasonably foreseeable
development project.
d. The project will not accommodate a future or reasonably foreseeable development
project that consists of a different use, a more intense use, or a denser use than
those already entitled or already permitted to occur in the land use designations
and zoning at the site and for which environmental review has already occurred.
e. The site contains an approved aggregate mining operation on approximately 464
acres and an approved 542 -unit residential development on approximately 548
acres. The project will not give the City the legal authority to alter in any way
lawfully approved entitlements that exist at the site and will not alter the impacts
from County -approved projects within the annexation area.
f. The Planning Commission held a duly noticed public hearing on this issue on
October 4, 2005 and unanimously adopted a Resolution recommending that the
City Council approve staff's recommendation.
g. The City Council held a duly noticed public hearing on this issue on
October 25, 2005. This public hearing was held at 6:00 p.m. at City Hall,
23920 Valencia Boulevard, Santa Clarita. At the hearing, the item was continued
to the City Council meeting of November 8, 2005.

City Council
considered staff's presentation, the staff report, public testimony on the proposal,
and the Negative Declaration prepared for the project.
i. Public participation and notification requirements pursuant to Sections 65090,
65391, and 65854 of the Government Code of the State of California were duly
followed.
WHEREAS, CALIFORNIA ENVIRONMENTAL QUALITY ACT FINDINGS. The
City Council has reviewed and considered the Initial Study prepared for the project and finds and
determines as follows:
a. An Initial Study and a Negative Declaration for this project have been prepared in
compliance with the California Environmental Quality Act (CEQA);
b. The Initial Study has been circulated for review and comment by affected
governmental agencies and the public, and all comments received have been
considered. The Negative Declaration was posted and advertised on
September 1, 2005, in accordance with CEQA. The public review period was
open from September 1, 2005 until September 30, 2005;
C. There is no substantial evidence that the project will have a significant effect on
the environment. The Negative Declaration reflects the independent judgment of
the City of Santa Clarita;
d. The location of the documents and other material which constitutes the record of
proceedings upon which the decision of the City Council is based is the Master
Case 05-270 project file within the Community Development Department and is
in the custody of the Director of Community Development; and
e. The City Council, based upon the findings set forth above, hereby finds that the
Negative Declaration for this project has been prepared in compliance with
CEQA.
WHEREAS, GENERAL PLAN AMENDMENT FINDINGS. The City Council finds
and determines as follows:
a. The proposed land use designations of RS (Residential Suburban), RVL
(Residential Very Low), and OS (Open Space) are consistent with the objectives
and goals of the City's Unified Development Code and the City's General Plan
which seek to:
• Establish a balance of development consistent with the long-range goals,
objectives, and values of the City and surrounding planning area (Land
Use Element).

• Preserve undeveloped natural and cultural resource areas in and around the
environs of the City (Land Use Element).
• Preserve and maintain the existing character of the individual communities
that comprise the planning area (Land Use Element).
• Preserve the natural features that define the Santa Clarita planning area
and give it its distinct form and identity (Open Space and Conservation
Element - Goal 1).
• To protect significant ecological resources and ecosystems, including, but
not limited to, sensitive flora and fauna habitat areas ((Open Space and
Conservation Element - Goal 3).
Further, the proposed changes will ensure that all existing and approved land uses
will continue to be permitted.
b. That the General Plan Amendment is necessary to change the land use
designations to RS, RVL, and OS so the existing development is consistent with
the City's General Plan and in compliance with the City's development standards
and that the designation is compatible with neighboring developments. The
General Plan amendment is necessary in order for the area to be annexed into the
City of Santa Clarita.
WHEREAS, PUBLIC RESOURCES CODE SECTIONS 2710-2795 (,SURFACE
MINING AND RECLAMATION ACT) FINDINGS. The City Council finds and determines as
follows:
a. The project is not associated with an existing, proposed, or reasonably foreseeable
development project or use.
b. Pursuant to Public Resources Code Sections 2762(d) and 2763, this project will
not permit a use which would threaten the potential to extract minerals in the
subject area.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Santa
Clarita, California, to:
SECTION 1. Adopt the Negative Declaration, prepared for the project per the California
Environmental Quality Act, incorporated by reference and available in the Planning
Department.
SECTION 2. Approve General Plan Amendment 05-007 to amend the General Plan
designation of the project area to RS, RVL, and OS, as depicted in Exhibit A to this
Resolution.
SECTION 3. This resolution will take effect upon the adjournment of the City Council's
November 8th City Council meeting. The change to the City's General Plan contemplated

herein will take effect upon adjournment of the November 8, 2005 City Council meeting
simultaneously with any other changes to the General Plan approved by the City Council
at that same meeting so that for purposes of Government Code section 65358, all such
changes shall constitute one amendment to the General Plan.
SECTION 4. The City Clerk shall certify to the adoption of this Resolution and certify
this record to be a full, complete, and correct copy of the action taken.
