A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA CLARITA, CALIFORNIA, ADOPTING THE NEGATIVE DECLARATION
PREPARED FOR THE PROJECT AND APPROVING MASTER CASE 04-411,
GENERAL PLAN AMENDMENT 04-005, TO ALLOW FOR THE LAND USE
DESIGNATION CHANGE OF THE UPPER STONECREST ANNEXATION AREA
GENERALLY LOCATED IN CANYON COUNTRY ABUTTING THE EASTERN
CITY BOUNDARY NORTH OF SOLEDAD CANYON ROAD
THE CITY COUNCIL OF THE CITY OF SANTA CLARITA DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. FINDINGS OF FACT. The City Council does hereby make the following
findings of fact:
a. The site consists of approximately 261 acres with 178 single family residential
units, a private park, and open space/slope area held in common ownership by the
homeowners association.
b. The site is located adjacent to the eastern boundary line of the City of Santa
Clarita, north of Soledad Canyon Road and east of Shadow Pines Boulevard in the
area known as Canyon Country.
C. The land use to the west consists of single-family residential within the City of
Santa Clarita. The land to the north and east of the Stonecrest subdivision is
vacant and is outside of the City of Santa Clarita. The proposed "Lower
Stonecrest" annexation area, consisting of 453 single family residents, abuts the
site to the south.
d. No development is proposed with this land use designation change.
e. At a community meeting held September 15, 2004, and at a homeowner's
association meeting held October 20, 2004, residents indicated overwhelming
support for annexation. This support was further affirmed on October 30, 2004,
when City staff and Mayor Pro Tem Smyth visited the residences of Upper
Stonecrest.
f. The Planning Commission held a duly noticed public hearing on this issue on
December 7, 2004. This public hearing was held at 7:00 p.m. at City Hall,
23920 Valencia Boulevard, Santa Clarita. At the hearing, the Planning
Commission considered staff s presentation, the staff report, and public testimony
on the proposal, and the Negative Declaration prepared for the project.

g. Public participation and notification requirements pursuant to Sections 65090,
65391, and 65854 of the Government Code of the State of California were duly
followed.
h. The City Council held a duly noticed public hearing on the project, including
Prezone 04-002 (adopted by separate ordinance) on January 11, 2005. The public
hearing on the project was held at 6:00 p.m., at the City Council Chambers,
23920 Valencia Boulevard, Santa Clarita. The City Council public hearing was
advertised in The Signal newspaper on December 20, 2004 and by direct first-
class mail to property owners within the annexation area and within 500 feet of
the project area.
SECTION 2. CALIFORNIA ENVIRONMENTAL QUALITY ACT FINDINGS. The
City Council has reviewed and considered the Initial Study prepared for the project and finds and
determines as follows:
a. An Initial Study and a Negative Declaration for this project have been prepared in
compliance with the California Environmental Quality Act (CEQA).
b. The Initial Study has been circulated for review and comment by affected
governmental agencies and the public, and all comments received, if any, have
been considered. The Negative Declaration was posted and advertised on
November 5, 2004, in accordance with CEQA. The public review period was
open from November 8, 2004 until December 7, 2004.
c. There is no substantial evidence that the project will have a significant effect on
the environment. The Negative Declaration reflects the independent judgment of
the City of Santa Clarita.
d. The location of the documents and other material which constitutes the record of
proceedings upon which the decision of the City Council is the Master Case 4-411
project file within the Planning and Economic Development Department and is in
the custody of the Director of Planning and Economic Development.
e. The City Council, based upon the findings set forth above, hereby finds that the
Negative Declaration for this project has been prepared in compliance with
CEQA.
SECTION 3. GENERAL PLAN AMENDMENT FINDINGS. In making the
determinations contained in this resolution, the City Council has considered certain principals
and standards, and finds (Section 17.03.020 of the Unified Development Code) and determines
as follows:
a. The proposed land use designation change from RE (Residential Estate) to RS
(Residential Suburban) is consistent with the objectives of the City's Unified
Development Code and the City's General Plan because the proposed area has

been developed with approval from Los Angeles County, though inconsistent
with the development standards of the RE land use designation. The existing
development complies with the RS designation.
b. That a General Plan Amendment is necessary to change the land use designation
from RE (Residential Estate) to RS (Residential Suburban) so the existing
development is consistent with the City's General Plan and in compliance with
the City's development standards and that the designation is compatible with
neighboring developments. The General Plan amendment is necessary in order
for the area to be annexed into the City of Santa Clarita.
SECTION 4. The City Council hereby approves Master Case 04-411 which includes
General Plan Amendment 04-005 (herein included as Exhibit A) to amend the General Plan Land
Use Element for the Upper Stonecrest Annexation Area from City of Santa Clarita RE
(Residential Estate) to the City of Santa Clarita RS (Residential Suburban), and adopts the
Negative Declaration prepared for the project (herein included as Exhibit B) (Prezone 04-002 is
adopted by separate ordinance).
SECTION 5. The City Clerk shall certify to the adoption of this Resolution and certify
this record to be a full, complete, and correct copy of the action taken.

PROJECT: The site is generally located in the Canyon Country area north of
Soledad Canyon Road & the Antelope Valley Freeway along the easterly
boundary of the City of Santa Clarita in the unincorporated area of the
County of Los Angeles.
DESCRIPTION OF
THE PROJECT: General Plan Amendment (GPA) and Prezone of approximately 261 acres of
land containing 178 developed single-family residential parcels and aprivate
park/open space. The GPA will change the designation from County ofLos
Angeles land use designations and zoning to City of Santa Clarita RS
(Residential Suburban) General Plan designation and RS Prezone to allow in
anticipation of annexation to the City of Santa Clarita. No development is
proposed as part of this General Plan Amendment and Prezone.
Based on the information contained in the Initial Study prepared for this project, and pursuant to
the requirements of Section 15065 of the California Environmental Quality Act (CEQA), the City of
Santa Clarita
