City Council adopt a resolution to initiate the annexation and formation proceedings for two streetlight maintenance districts. 2. City Council approve the Engineer's Report for the above, and call for and set the Public Hearing for September 12, 2006. BACKGROUND Streetlight Maintenance District (SMD) No. 1 was established to collect funds to cover the expenses for energy and maintenance of City streetlights. These costs are billed by the Southern California Edison Company to the City for approximately 13,800 streetlights. Annexation of territory into the SMD No. 1 is a procedural matter. The developers are required to annex their developments into SMD No. 1 as a condition of development to provide for the installation and maintenance of streetlighting, traffic signals, and appurtenant facilities. The territories to be annexed into the SMD are: • L-81: BENEDA LANE AND MIRROR WAY • L-82: SIERRA HIGHWAY AND AMERICAN BEAUTY DRIVE All property owners included in these annexations will be mailed assessment ballots which will be tabulated at the Public Hearing held on September 12, 2006. Barring a majority protest at the Public Hearing, the City Council will be asked to give final approval of the annexations at that time. • 111 �1 �,d►• • ALTERNATIVE ACTION 1. Do not annex the territory into the District. 2. Other direction as determined by City Council. FISCAL IMPACT The total estimated revenues collected from all parcels within the SMD annexations for annual maintenance expenditures will be $4,677.84 and will adjust annually by CPI.
