DATE: March 28, 2006 SUBJECT: 2004-2005 ANNUAL OVERLAY AND SLURRY SEAL PROGRAM, PROJECT NOS. M0039 AND M0044 - PROJECT ACCEPTANCE DEPARTMENT: Public Works RECOMMENDED ACTION City Council approve and accept the completion of the 2004-2005 Annual Overlay and Slurry Seal Program, Project Nos. M0039 and M0044; direct the City Clerk to file the attached Notice of Completion; direct staff to release the remaining 5 percent retention 35 days after the Notice of Completion is recorded, provided no stop notices, as provided by law, have been filed; and authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND The Annual Overlay and Slurry Seal project is an integral part of the City's pavement management program. Each year, streets are evaluated and identified for the need for asphalt overlay and slurry seal maintenance treatments. The project resurfaces streets in various areas of the City to provide a smoother ride for traffic, enhance the appearance of the roadway and surrounding area, and extend the life of the roadway. This year's project included the overlay of several streets in the Valencia Industrial Center, Seco Canyon Road, Haskell Canyon Road, and Walnut Springs Road, along with slurry seal and cape seal of various residential areas within the City. On May 25, 2005, the City's Purchasing Division received bids for the project. On June 14, 2005, the City Council awarded the construction contract to Security Paving Company, Inc. The project included the pavement preparation and dig outs, followed by the asphalt rubberized hot mix (ARHM) overlay on the streets. The project was completed within budget and on schedule to the satisfaction of the City Engineer on November 16, 2005. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT This project was completed within budget. Contract costs total $3,999,947.18 for Security Paving Company, Inc., and overhead, construction management, inspection, and administration costs total $303,890.36 The savings for this year's project ($370,000.00) will be carried over to next year's project.
