HomeMy WebLinkAbout2006-08-22 - AGENDA REPORTS - BANYON PL NO STOPPING ZONE (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT: Agenda Item: CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: August 22, 2006 , 01 MommPER001.1 RE ,I- I ESTABLISH A NO -STOPPING ANY TIME ZONE Public Works RECOMMENDED ACTION City Council adopt a resolution establishing an approximate 290 -foot "no -stopping any time" zone around the cul-de-sac at the westerly end of Banyon Place. BACKGROUND Banyon Place (Exhibit "A") is a residential street that ends in a cul-de-sac at its westerly side. The cul-de-sac consists of a central island and three driveways leading to the Mountain View Courtyard apartments. Staff received complaints from Mountain View Courtyard residents concerning an increase of parking in the cul-de-sac due to changes in parking rules and regulations imposed by the Seco Canyon Homeowners' Association, which limits parking inside their properties. The residents are concerned that parked vehicles along the cul-de-sac are restricting sight visibility for vehicles exiting the south driveway onto Banyon Place. Staff reviewed the area and concluded that due to the central island, the existing width of the cul-de-sac is insufficient to allow for parked vehicles, as well as providing an adequate path for large vehicles and fire trucks. Staff, therefore, recommends that parking be eliminated (see Exhibit "B") around the cul-de-sac in order to improve visibility for exiting vehicles at the driveway, as well as ensure easy access for all types of vehicles around the cul-de-sac. Staff contacted the Seco Canyon Homeowners' Association and they agreed to the proposed parking restriction. ALTERNATIVE ACTIONS 1. Keep existing situation as is. 2. Other action as determined by the City Council. FISCAL IMPACT !�, 1711 .1 - I I . The work involves the installation of approximately 6-8 signs, amounting to approximately $600.00 to $800.00. Funds for this work are available in the Streets Striping and Signing Maintenance Account No. 4814-7335.
