M4004 - AWARD DESIGN CONTRACT

RECOMMENDED ACTION
City Council award the engineering design services contract to Tetra Tech, Inc. for the
2005-2006 Bridge Maintenance Program, Project No. M4004, in the amount of $98,000.00;
approve a $12,000.00 contingency expenditure; and authorize the City Manager or designee to
execute all documents, subject to City Attorney approval.
BACKGROUND
Los Angeles County performs a bi-annual inspection of the City s bridges as required by the State
of California and the federal program. The County provides an inspection report to the City with
all of the bridge deficiencies and maintenance repair items. In order to provide a well maintained
bridge system, the City repairs the items listed on the reports.
The Bridge Maintenance Program will improve various bridges throughout the City by repairing
and sealing surface cracks in the concrete bridge deck and repairing other maintenance items
identified on inspection reports. Maintenance of the bridges will enhance the appearance of the
area, and extend the economic life of the bridges.
Staff prepared a Request for Proposals (RFP) for this project. Included in the RFP was the
requirement to design the necessary repairs and quantify the maintenance items in need of repair.
The RFP was sent to firms on the City's Design Consultants List. The three firms who submitted
proposals were Dokken Engineering, Willdan and Associates, and Tetra Tech, Inc. Based on
technical qualifications and methodology for the project, Tetra Tech Inc. is the recommended
firm.

FISCAL IMPACT
Funds to cover the design costs of the 2005-2006 Bridge Maintenance Program have been
appropriated in Account No. M4004001-8001. These funds will adequately provide for design
costs.
