M4004 - APPROVE THE PLANS AND SPECIFICATIONS AND
AWARD THE CONSTRUCTION CONTRACT

RECOMMENDED ACTION
City Council approve the plans and specifications and award the construction contract for the
2005-2006 Bridge Maintenance Program, Project No. M4004, to Griffith Company in the amount
of $577,442.88, and authorize a 10 percent contingency in the amount of $57,744.28; and
authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
Los Angeles County performs a bi-annual inspection of the City's bridges as required by the State
of California. The County provides an inspection report to the City with all of the bridge
deficiencies and maintenance repair items. In order to provide a well-maintained bridge system,
the City repairs the items listed on the reports.
The Bridge Maintenance Program will improve various bridges throughout the City by repairing
and sealing surface cracks in the concrete bridge deck and repairing other maintenance items
identified on inspection reports. Maintenance of the bridges will enhance the appearance of the
area and extend the economic life of the bridges.
On May 4, 2006, the City began advertising forbids on the project. City staff contacted many
contractors capable of completing the work. Twelve sets of bid documents were sold to
contractors interested in bidding the project. Before bids were due, City staff followed up with
all plan holders requesting bids on the project. Five contractors confirmed that they would be
submitting a bid.
On May 31, 2006, the City's Purchasing Division received one bid for the project. The bid was
submitted by Griffith Company of Santa Fe Springs in the amount of $577,442.88. The
Engineer's Estimate for the project was $575,000.00. After reviewing the bid summary, staff
verified the apparent low bidder's contractor's license, surety companies, and project references.
Based on the investigation, staff recommends awarding the construction contract to Griffith
Company.

The following accounts have been budgeted: M4004001-8001 $300,000.00
M4004205-8001 500,000.00
Total $800,000.00
Expenditures to date are $115,304.91, leaving an available year-end estimate of $672,895.09,
which will adequately provide for the awarded construction contract of $635,187.16.
