CITY HALL ROOF REPLACEMENT PROJECT NO. M1003 –
APPROVE THE PLANS AND SPECIFICATIONS, AND AWARD
THE CONTRUCTION CONTRACT

RECOMMENDED ACTION
City Council approve the plans and specifications; award the City Hall roof replacement contract,
Project No. M1003, to Rey -Crest Roofing and Waterproofing in the amount of $312,000.00,
approve $2,000.00 for estimated plywood deck repairs (unknown until old roof removal),
approve an additive cost of $34,800.00 for thermal insulation to be installed to increase energy
efficiency in the City Hall building, and authorize a contingency in the amount of $36,680.00
from Account No. M1003001; and authorize the City Manager or designee to execute all
documents, subject to City Attorney approval.
BACKGROUND
The roofing material originally installed on the City Hall building has passed. its functional
lifespan, and has been rated in a "poor overall condition (approaching failing)" by a professional
roofing consultant. Completing this roof replacement will prevent water related damage to the
building's interior ceilings, walls, equipment, and carpeting.
On November 6, 2005, the City of Santa Clarita advertised Project No. M1003, Bid
No. PS 05-06-19, to replace the roof at City Hall. On Wednesday, December 7, the following
bids were received by the Purchasing Division:

Staff recommends that the project be awarded to the lowest qualified bidder, Rey -Crest Roofing
and Waterproofing, of Los Angeles, California, for the sum of $312,000.00, and $2,000.00 for
estimated plywood deck repairs (unknown until old roof removal), plus an additive cost of
$34,800.00 for thermal insulation, and a contingency of 36,680.00. Ray -Crest Roofing and
Waterproofing possesses a State Contractor's License and is in good standing with the State
Contractor's License Board. The bid of $312,000.00 was reviewed for accuracy and
conformance to the contract documents and found to be complete. References have indicated
that this contractor has performed work to their satisfaction.

FISCAL IMPACT
Funds for this project in the amount of $385,480.00 were approved in the Fiscal Year 2005-2006
budget, and are currently available in Account No. M1003001.
