RECOMMENDED ACTION
City Council conduct a public hearing and adopt a resolution finding the City to be in
conformance with the Congestion Management Program; and direct staff to deliver the adopted
resolution and the 2006 Local Development Report to the Los Angeles County Metropolitan
Transportation Authority on or before September 1, 2006.
BACKGROUND
The Congestion Management Program (CMP) is a state -mandated program administered in
Los Angeles County by the Los Angeles County Metropolitan Transportation Authority
(LACMTA). The CMP assists local agencies in linking land use decisions with impacts on the
region's transportation system. The City is required to participate in this program in order to
receive Proposition 111 Gas Tax funds.
In August 2003, the LACMTA Board adopted the 2003 Short Range Transportation Plan. This
action directed LACMTA staff to conduct a Nexus Study to determine the feasibility of
implementing a Countywide impact fee to meet CMP Deficiency Plan requirements. While this
study is underway, the CMP Countywide Deficiency Plan requirement for maintaining a positive
credit balance is suspended until further notice. As a result, cities do not have to report their
transportation improvement strategies for the 2006 cycle. However, cities must continue to report
their new net development activity.
LACMTA requires that the City Council pass a resolution adopting the Local Development
Report through a public hearing process. A public notice was posted in The Signal on
July 1, 2006. City staff will deliver the adopted resolution and the 2006 Local Development
Report to LACMTA staff for consideration on or before the September 1, 2006 deadline.
