SUBJECT: CORRIDOR LANDSCAPE BEAUTIFICATION PROGRAM:
NEWHALL RANCH ROAD - CROSS VALLEY CONNECTOR,
SAN FERNANDO ROAD, VALENCIA INDUSTRIAL CENTER,
GOLDEN VALLEY ROAD, AND VALENCIA BOULEVARD
DEPARTMENT: Administrative Services
City Council conduct the public hearing, direct and receive ballot tabulations and, barring a
majority protest, adopt the attached resolutions to: 1) Annex territories into the City's Landscape
Maintenance Districts (Numbers 1, T1, and various zones), 2) Approve the Engineer's Report,
and 3) Authorize the annual levy and collection of assessments.
BACKGROUND
In December 2001, the City Council approved the Santa Clarita Beautification Master Plan. This
Master Plan established key concepts for a comprehensive and unifying plan for streetscape and
corridor beautification. The Master Plan reflects input from the community and from the City's
five departments on what our traffic corridors should look like.
Following the requirements of the Landscaping and Lighting Act of 1972 and Proposition 218,
(also known as the "Right to Vote on Taxes Act" passed by California voters on November 5,
1996), on May 23, 2006, City Council directed staff to initiate proceedings to annex territories
into its Landscape Maintenance Districts, approve the Preliminary Engineer's Report, and set a
public hearing for tonight's meeting. This action prompted the mailing of approximately 514
ballots on May 26 to property owners who, as determined by the Assessment Engineer, will
directly benefit from the landscape improvements and their annual maintenance. There are no
existing single family residential properties that will be affected by the proposed annexations,
and the proposed assessments are for landscape improvements and maintenance only.
After the closing of the Public Hearing, returned ballots will be counted and the results will be
announced. If a majority protest does not exist, Council will consider staff s recommendation to
annex the territories below into the LMD. If a majority protest does exist, the annexation process
will cease.
The Engineer's Report (available in the City Clerk's Reading File) states that the parcels located
in the project boundaries will directly benefit from the streetscape improvements of medians and
parkways and their continued maintenance. The following is a summary of the areas to be
annexed and the improvements that will be made:
1. Newhall Ranch Road/River Village - Maintenance of slopes, parkways, medians in street
rights-of-way, and easements within the project boundaries, including Newhall Ranch Road
and Santa Clarita Parkway.
2. San Fernando Road (Soledad Canyon Road to south of Oak Ridge) -Installation and
maintenance of a landscaped street median.
3. Valencia Industrial Center - Installation and maintenance of landscaped medians on Rye
Canyon Road, Avenue Scott, and Avenue Tibbitts.
4. Newhall Ranch Road (1-5 to McBean Parkway) - Installation of landscaped medians and
parkways.
5. Golden Valley Road (Centex) - Installation and maintenance of parkways and medians on
Golden Valley Road near Robert C. Lee Parkway, an assessment district.
6. Valencia Boulevard (Magic Mountain Parkway to north of Cinema Drive) - Installation and
maintenance of median landscaping.
ALTERNATIVE ACTION
As directed by the City Council.
FISCAL IMPACT
The Landscaping and Lighting Act of 1972 provides that the total cost of the maintenance,
services, and incidental expenses may be financed from assessment proceeds. Additionally, it
requires that a special fund be set up for the revenues and expenditures of the District. Funds
raised by assessment shall be used only for the purpose stated in the engineering report when
territories are annexed into landscape districts and zones.
The estimated maximum cost for the operation, maintenance, and servicing of the improvements
listed above in Fiscal Year 2006-2007 is $943,427.

NOTICE IS HEREBY GIVEN:
A Public Hearing will be held before the City Council of the City of Santa Clarita in the City Hall
Council Chambers, 23920 Valencia Boulevard, First floor, Santa Clarita, California, on the l ld' day of
July 2006, at or after 6:00 p.m., to consider the annexation of certain territories into City's landscape
maintenance districts. Districts Nos. 1 and T-1 including various zones as described in the Assessment
Engineer's Report and pursuant to the Landscaping and Lighting Act of 1972, being a division of the Streets
and Highways Code of the State of California. Property owners who will directly benefit from the
beautification of various landscape transportation corridors have been mailed a ballot and notification of this
public hearing. Proponents, opponents, and any interested persons may appear and be heard on this matter
at that time.

Maintenance District, in proportion to the estimated benefits to be received by such lots and parcels.

Maintenance District.
PART E - ASSESSMENT DIAGRAM
Contains a Diagram of the Maintenance District Boundaries showing the exterior boundaries of the

PART A
r' PLANS AND SPECIFICATIONS
DESCRIPTION OF IMPROVEMENTS TO BE MAINTAINED AND SERVICED
The improvements proposed to be installed, maintained and serviced are generally described as the
landscape improvements within public rights-of-way and dedicated landscape easements within
various tracts and on individual parcels located throughout the City. These improvements include the
installation, maintenance and servicing of landscaping improvements including but not limited to:
landscaping, planting, shrubbery, trees, irrigation systems, hardscapes and fixtures.
The District will fund costs in connection with the landscape maintenance and servicing including,
but not limited to, labor, electrical energy, water, materials, contracting services, administration, and
other expenses necessary for the satisfactory maintenance and servicing of these improvements.
t. Maintenance means the furnishing of services and materials for the ordinary and usual maintenance,
operation and servicing of the ornamental structures, landscaping and appurtenant facilities,
including repair, removal or replacement of all or part of any of the ornamental structures,
landscaping or appurtenant facilities; providing for the life, growth, health and beauty of the
landscaping, including cultivation, irrigation, trimming, spraying, fertilizing, and treating for disease
€" or injury; the removal of trimmings, rubbish, debris, other solid waste; and pest control.

Servicing means the furnishing of electricity for the operation of any appurtenant facilities, and water
for the irrigation and control of the landscaping and the maintenance of any of the ornamental

ESTIMATE OF COST
June 22, 2006
The estimated maximum costs for the operation, maintenance and servicing of the facilities, shown
below, are the estimated costs of maintenance if the facilities were fully maintained for Fiscal Year
2006-07. The 1972 Act provides that the total cost of the maintenance and services, together with
incidental expenses, may be financed from the assessment proceeds. The incidental expenses may
include engineering fees, legal fees, printing, mailing, postage, publishing, and all other related costs
identified with the district proceedings.

The 1972 Act requires that a special fund be set-up for the revenues and expenditures of the District.
Funds raised by assessment shall be used only for the purpose as stated herein. The City may
advance funds to the District, if needed, to ensure adequate cash flow, and will be reimbursed for any
such advances upon receipt of assessments. Any surplus or deficit remaining on July 1 must be
carried over to the next fiscal year.

PART C
C° METHOD OF APPORTIONMENT OF ASSESSMENT
GENERAL
t Part 2 of Division 15 of the Streets and Highways Code, the Landscaping and Lighting Act of 1972,
permits the establishment of Maintenance Districts by cities for the purpose of providing certain
�+ public improvements which include the construction, maintenance and servicing of street lights,
F ! traffic signals and landscaping facilities.
Section 22573, Landscaping and Lighting Act of 1972 requires that maintenance assessments be
levied according to benefit rather than according to assessed value. This section states:
�+ "The net amount to be assessed upon lands within a Maintenance District may be
i apportioned by any formula or method which fairly distributes the net amount among all
! ! assessable lots or parcels in proportion to the estimated benefits to be received by each such
lot or parcel from the improvements."
The Act permits the designation of zones of benefit within any individual Maintenance District if "by
reason of variations in the nature, location, and extent of the improvements, the various areas will
p' receive different degrees of benefit from the improvements." (Sec. 22574). Thus, the 1972 Act
requires the levy of a true "assessment" rather than a "special tax."
,.� In addition, Proposition 218 requires that a parcel's assessment may not exceed the reasonable cost of
the proportional special benefit conferred on that parcel. Proposition 218 provides that only special
benefits are assessable and the City must separate the general benefits from the special benefits.
REASON FOR THE ASSESSMENT
The assessment is proposed to be levied to defray the costs of the installation, maintenance and
servicing of landscaping improvements, as previously defined herein in Part A of this Report.
SPECIAL BENEFIT ANALYSIS
i Proper maintenance of the landscaping and hardscaping within the public right-of-way and easements
Provides special benefit to adjacent properties by providing community character and vitality.Trees,
'a landscaping, hardscaping and appurtenant facilities, if well maintained, provide beautification and
enhancement of the desirability of the surroundings; therefore, these improvements provide special
benefit to those developments that are directly adjacent to the landscaped medians and take their main
-fir+ access off of these roadways.
1 Landscaping along the major thoroughfares of the City provides only incidental benefits to motorists
traveling to, from or through the City.
The following is a description of the areas to be annexed into the City's Landscape Maintenance
District Nos. l and Tl. The Assessment Diagram, showing these areas, is included at the back of this
report.

These improvements benefit all parcels taking direct access off of this section of Newhall Ranch
?� Road. This annexation includes all parcels shown in the District No. 1, Zone 16 (Valencia
Industrial Center). Properties already in a T1 Assessment Zone are excluded from this assessment,
as they are already paying for arterial median benefits. There is a school within the benefit area, and
this property is assessed the same as a park property, due to the large amount of open space on it.
There is a 424 unit residential area outside the City boundaries, on the north side of Decom Drive
�.. between Copper Hill Drive and McBean Parkway, that is within the area of benefit. To estimate the
i benefits attributable to this area, the Tl assessment rate is assigned to them and the resulting
}� amount is deducted from the overall budget: $56.45/parcel x 424 parcels = $23,935.
