HomeMy WebLinkAbout2006-10-24 - AGENDA REPORTS - DELEGATE STORMDRN AUTHORITY (2)Agenda Item:_ CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: Item to be presented by: Damon Letz DATE: October 24, 2006 SUBJECT: DELEGATE AUTHORITY TO THE DIRECTOR OF PUBLIC WORKS FOR THE TRANSFER AND CONVEYANCE OF STORM DRAIN IMPROVEMENTS ON BEHALF OF THE CITY COUNCIL TO THE LOS ANGELES COUNTY FLOOD CONTROL DISTRICT DEPARTMENT: Public Works RECOMMENDED ACTION City Council adopt a resolution to delegate authority to the Director of Public Works for transfer and conveyance of storm drain improvements to the Los Angeles County Flood Control District. BACKGROUND Currently, all storm drain transfers must go before the City Council for approval. Approximately 10 to 15 storm drains are transferred per year to the Los Angeles County Flood Control District (LACFCD). On August 23, 2004, Senate Bill No. 1677 amended Section 13-3/4 of the Los Angeles County Flood Control Act. The bill authorizes the governing body of a public agency "the City or County," by a resolution, to assign a designee to carry out functions relating to the transfer and conveyance of the storm drain improvements or systems to LACFCD. This resolution would allow the transfer process to occur at staff level and reduce the number of items brought before the City Council. ALTERNATIVE ACTIONS Other action as determined by the City Council. Adopted:71 P�(,o-)o I FISCAL IMPACT The City incurs long-term benefits by transferring responsibilities for storm drain maintenance and repairs to the Los Angeles County Flood Control District.
