HomeMy WebLinkAbout2006-05-09 - AGENDA REPORTS - DM GEOGRAPHICS CONTR (2)Agenda Item: 9 CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: Item to be presented by: `Kevin Tonoian DATE: May 9, 2006 SUBJECT: AWARD OF CONTRACT TO DM GEOGRAPHICS LLC FOR PROFESSIONAL GIS CONSULTING SERVICES DEPARTMENT: Administrative Services RECOMMENDED ACTION City Council approve a contract for an amount not to exceed $85,000 to DM Geographics LLC for professional Geographic Information System Services. BACKGROUND The City is currently undertaking several organizational priorities such as the One Valley, One Vision Project that require a significant amount of professional Geographic Information System consulting services. For informational purposes, a Geographic Information System (GIS) is a computerized system for managing large amounts of information and is capable of assembling, storing, manipulating, and displaying geographically referenced information according to their locations. GIS is a very powerful technology tool that can be used for spatial analysis and modeling, resource management, and development planning in ways such as to help emergency planners calculate emergency response times in the event of a natural disaster. At this time, City staff believes it is appropriate to contract for additional GIS consulting services in order to augment existing staff and provide technical additional resources to the organization. To this end, staff recommends that the City Council award a Professional Services Agreement to DM Geographics LLC for professional GIS consulting services, in an amount not to exceed $85,000. Under the direction of the City's Technology Services Manager, DM Geographics LLC will provide a total of twenty-four (24) hours of GIS -related services each week in support of organizational efforts within various City Departments including Community Development, Public Works, and Technology Services. Professional GIS Consulting Services rendered may include, but will not be limited to, the following: • Provide GIS services in support of the One Valley, One Vision (OVOV) Project being jointly undertaken by the City of Santa Clarita and County of Los Angeles as tentatively outlined in the OVOV Work Program. • Serve as Project Manager and continue efforts previously initiated by Santa Clarita to identify, digitize, and integrate paper-based source documents into the City's Sewer and Storm Drain GIS Applications. • Work with the Director of Public Works and Management staff to conduct a needs analysis that identifies operational processes where additional efficiencies can be realized through the integration of GIS Technology. • Provide additional technical and/or project management support to GIS in Technology Services as needed. Costs associated with this proposed Professional Services Agreement are currently available and have been previously appropriated by the City Council as part of the FY 2005/06 Annual Budget process. ALTERNATIVE ACTIONS 1) Do not approve this Professional Services Agreement. 2) Other action as determined by the City Council. FISCAL IMPACT Costs associated with the execution of this Professional Services Agreement shall not exceed $85,000. The cost of this proposed Professional Services Agreement will be shared by the Administrative Services, Community Development, and Public Works Departments. Funds to support this Professional Service Agreement are currently available and have been previously appropriated by the City Council as part of the FY 2005/06 Annual Budget process.
