DEPARTMENT: Parks, Recreation, and Community Services RECOMMENDED ACTION City Council adopt a Resolution to adopt the NIMS (National Incident Management System) principles and policies into the City's Emergency Management System, and provide staff with direction to continue plan integration of the NIMS, to the extent appropriate, into the City's Emergency Management System. BACKGROUND The President of the United States, in Homeland Security Presidential Directive -5, directed the Secretary of the Department of Homeland Security to develop and administer a National Incident Management System (NIMS), which would provide a consistent nationwide approach for Federal, State, local, and tribal governments to work together more effectively and efficiently to prevent, prepare for, respond to, and recover from disasters, regardless of cause, size, or complexity. The Homeland Security Presidential Directive 5 "Management of Domestic Incidents" requires the adoption of NIMS by all Federal departments and agencies. This directive also requires that Federal preparedness assistance funding for states, territories, local jurisdictions, and tribal entities be dependent on NIMS compliance, with the compliance deadline of September 30, 2006. Adopted: 4S_ o, The NIMS was issued by the Department of Homeland Security (DHS) on March 1, 2004, to provide a comprehensive and consistent national approach to all -hazard incident management at all jurisdictional levels and across functional disciplines. DHS has outlined the important steps that states, territories, tribes, and local jurisdictions need to take to insure compliance by September 30, 2006. Since 1996, the City has coordinated emergency response, preparedness, recovery, and mitigation activities under California's Standardized Emergency Management System (SEMS). SEMS provides a structured framework for managing emergencies and disasters of all kinds. Through the SEMS maintenance system, and the new NIMS compliance requirements, the City will be better coordinated for "all hazards." To ensure the City's compliance, staff is developing a NIMS Implementation Plan that identifies the actions necessary to meet present and future requirements, such as training and potential revisions for the emergency operation plan. Furthermore, the Federal Department of Homeland Security requires the adoption of NIMS to be eligible to receive 2006 Homeland Security Grant Program funds. Adoption of this Resolution will meet that requirement. It is important to recognize that the NIMS is a dynamic system, and the doctrine as well as the implementation requirements will continue to evolve as capabilities change nationwide. ALTERNATIVE ACTIONS Decline proposed Resolution. Other action as determined by the City Council. FISCAL IMPACT This Resolution is required to maintain the City s continued participation in the Homeland Security and Emergency Management Performance Grant Programs. ATTACHMENTS Resolution
