AWARD A CONTRACT FOR FINANCIAL SERVICES

RECOMMENDED ACTION
City Council:
1) Award contract to Moreland & Associates, Inc. for an amount not to exceed
$75,000.
2) Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
City staff has identified an opportunity to modify the City's financial structure associated with the
upgrade of the financial system in July 2007. The financial structure is represented by the City's
chart of accounts, which was last updated in 1997 when the City converted to the most recent
financial system. During the last ten years, the City increased its financial accounts significantly
and has outgrown its current chart of accounts. The creation of a new chart of accounts is
essential for the long-term growth and organization of the City's financial structure. Also, the
upgrade of the City's financial system will allow City staff to create a structure that can take
advantage of the technologies and report generation abilities inherent in the new system.
As a result of this process, staff recommends Moreland & Associates Inc. to assist in the
construction and analysis of the new chart of accounts. Consultant services also includes
services associated with the implementation of changing governmental accounting standards and
assistance in the transference of historical and technical knowledge.

Other direction as determined by City Council.
FISCAL IMPACT
Funding for financial services is included in the FY 06-07 budget in account nos. 2211-8001 and
2230-8001. The total contracted amount is not to exceed $75,000.
