TEMPORARY FIRE STATION NO. 132, PROJECT NO. F3013 -

RECOMMENDED ACTION
City Council authorize the construction for Temporary Fire Station 132, Project No. F3013, and
approve the purchase of a modular structure in an amount not to exceed $350,000; waive the
purchase procedure and award the contract for Temporary Fire Station 132 to Design Space
Modular, Inc.; authorize the City Manager or designee to execute the contract or modify the
award in the event that issues of performance arise, subject to City Attorney approval; increase
revenue Account No. 455-4511 by $987,000.00 and appropriate to expenditure Account No.
F3013455-8001 for the total anticipated construction costs, including the modular purchase.
BACKGROUND
On September 19, 2006, the City Council held a study session which covered a Fire Study
Presentation. This presentation focused on a study by the Consolidated Fire Protection District
of Los Angeles County, also known as the Los Angeles County Fire Department, in cooperation
with the City of Santa Clarita. This study was an evaluation of fire services in the Santa Clarita
Valley in order to:
• Assess the presentation adequacy of the number and location of fire stations, equipment
and personnel in the Valley;
• Assess the timing and adequacy of the number and location of planned fire stations,
equipment and personnel in the Valley;
• Assess the adequacy of revenue to support the current and planned operation and capital
expenditures for station and equipment in the Valley.
During this session, it was discussed that the City take the lead on future fire station projects, as
well as the fire station master plan.
City staff is currently working with the Los Angeles County Fire Department on the design
process for Temporary Fire Station No. 132. This station is to be constructed on the northeast
corner of Sand Canyon Road and Thompson Ranch Drive, and should be complete by
April 2007. Temporary Fire Station No. 132 will utilize a modular structure which will serve as
a temporary office, staff residence, and fire communication headquarters to meet the needs of the
surrounding community for approximately two years until the permanent facility is constructed.
A part of this project requires the purchase of a standard Los Angeles County Fire Department
modular building, the same modular building used for Temporary Fire Station No. 104.
City Council is requested to waive the purchase procedures in order to purchase the modular
building from a specified vendor of preference. The Santa Clarita Municipal Code (S.C.M.C.
3.12.270(G) allows the City Council to make a purchase of supplies or material without formal
bids if the Council finds it in the public interest and a necessity, and declares so by motion. The
Temporary Fire Station No. 132 project contains two elements that support this finding.
First, recent studies, including the Fire Study Presentation, have indicated a need for increased
fire station resources. To address this need, staff has examined the entire station acquisition
process to determine the most efficient means to put the station in place. Purchasing the modular
building in advance of the construction award saves considerable time by reducing the impact of
the building's construction lead-time. The second and most important factor is that the modular
building is a standardized design utilized by the Los Angeles County Fire Department. To invite
bids from other contractors would require submitting resulting designs to the Los Angeles
County Fire Department for design approval. This would make the process of qualifying other
vendors time consuming and expensive.

FISCAL IMPACT
Sufficient funds to purchase the standardized modular building in the amount of $987,000.00 are
available in fund 455 "Developer Fees."
