City Council approve Tract Map Nos. 53425-01 and 53425-02 (River Village - Phases 1 and 2); 2. Accept on behalf of the public the offers of dedication for public use and road purposes for public streets; the right to restrict direct vehicular ingress and egress to public streets; the easements for covered storm drain, appurtenant structures, ingress and egress purposes; the easements for ingress and egress purposes; the easements for flood control purposes; the easements for sanitary sewer and sanitary sewer ingress and egress purposes; all sanitary sewers and appurtenant structures; the easements for public use and trail purposes; the easements for sight distance purposes; the easements for landscape maintenance purposes; the right to prohibit the erection or construction of any buildings or structures. within lots designated as open space/recreation as shown on the maps; 3. Make findings as follows: (a) that this project is consistent with the provisions of Sections 66474 and 66474.1 of the Subdivision Map Act and should be approved; and (b) that this proposed subdivision, together with the provisions for this design and improvement, is consistent with the General Plan required by Article 5 (commencing with Section 65300) of Chapter 3 of Division 1 of the Government Code, or any specific plan adopted pursuant to Article 8 (commencing with Section 65450) of Chapter 3 of Division 1 of the Government Code; 4. Instruct the City Treasurer to endorse the Special Assessment Certificate on the face of Tract Map Nos. 53425-01 and 53425-02, which indicates that all special assessments levied by the City have been paid; APPROVED 5. Instruct the City Clerk to endorse the Certificate on the face of Tract Map Nos. 53425-01 and 53425-02, which embodies the approval of said maps and the acceptance of the dedications shown thereon; and 6. Instruct the City Engineer to endorse the Agreement for Subdivision Improvements, which provides for the manner in which various improvements described on Tract Map Nos. 53425-01 and 53425-02, and pursuant to the conditions for the final approval of said maps for which security has been posted, shall be constructed and completed. BACKGROUND Tract Map Nos. 53425-01 and 53425-02 are the first two phases of Tentative Tract Map No. 53425 (River Village). The projects are deemed to be in substantial conformance with the principles and standards required by the Unified Development Code, and were approved by the City Council on May 24, 2005. Tract Map No. 53425-01, consisting of approximately 90.4 acres, is located east of Bouquet Canyon Road and north of the Newhall Ranch Road extension. Tract Map No. 53425-02, consisting of approximately 85.2 acres, is located east of Bouquet Canyon Road and south of the Newhall Ranch Road extension. The property contained by both tract maps is owned by the Newhall Land Company, a California Limited Partnership. Tract Map No. 53425-01 is creating 7 lots (2 residential condominium lots -totaling 231 units, 4 open space/recreation lots, and 1 water quality/debris basin lot). Tract Map No. 53425-02 is creating 264 lots (213 single-family residential lots, 1 commercial lot, 9 private driveway and fire lane lots, 34 open space/recreation lots, 1 recreation site lot, 5 river trail lots, and 1 water quality/debris basin lot). Water rights have been secured for all lots. Tract Map Nos. 53425-01 and 53425-02 Bridge and Thoroughfare fee requirements are being met by the construction of Newhall Ranch Road from Bouquet Canyon Road to Santa Clarita Parkway; the estimated cost is approximately $10 million. Tract Map No. 53425-01 has no trail requirements. Tract Map No. 53425-02 trail requirements are being met by the construction of a 16 -foot wide public pedestrian/bike path and a 12 -foot wide public equestrian trail, approximately one (1) mile long, beginning at the Bouquet Canyon Road bridge link and continuing east along the northerly edge of the Santa Clara River to the future park location within River Village. Quimby fees have been satisfied by posting a bond, meeting the Parks Division requirements. The conditions set by the Community Development staff have been met and fees have been paid as indicated on the attached Fact Sheets. The map has been checked to the satisfaction of the City Engineer and is ready for City Council approval and acceptance of the dedications. ALTERNATIVE ACTIONS Staff has not identified any alternative actions that would conform to requirements set forth in the Subdivision Map Act. FISCAL IMPACT The public streets shown on both maps will be dedicated to the City. The maintenance of these streets will have minimal impact on the City s street maintenance budget.
