HomeMy WebLinkAbout2006-02-14 - AGENDA REPORTS - IMAGERY ACQUISITION PGM (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT: Agenda Item: _ 1 CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: February 14, 2006 4 V__ Kevin Tonoian AWARD CONTRACT TO PARTICIPATE IN LOS ANGELES REGION — IMAGERY ACQUISITION PROGRAM Administrative Services City Council appropriate $92,059 from the Technology Services Replacement Fund (Fund 601) to the Technology Services Replacement Account (Account No. 2311-8601), direct staff to execute a Memorandum of Understanding with Los Angeles County, and award contract to Los Angeles County in the amount of $92,059 for the purchase of high-quality aerial imagery and elevation datasets. BACKGROUND The City of Santa Clarita seeks to participate in the Los Angeles Region — Imagery Acquisition Program (LAR -IAP) organized by the County of Los Angeles Chief Information Office. Participation in this program will provide the City with high-quality and accurate aerial imagery and elevation data products at significant cost savings of 60-70%. The Consortium includes the County of Los Angeles, plus 25 cities (including Glendale, Pasadena, Los Angeles, and Torrance) and public -sector organizations (including Caltrans) and was formed with the purpose of acquiring high-quality spatial datasets at a reduced cost than would be available through independent acquisition. The project will provide digital aerial imagery data and related photogrammetric services for the entire 4,100 -square mile Los Angeles County area. Consortium members will use the highly accurate digital aerial imagery and other data with GIS, web -mapping systems, computer-aided design (CAD), and engineering design applications. Delivery includes near -infrared imagery, oblique imagery, LiDAR elevation data, and topography line data and is expected to be received by the City before September 2006. In order to participate in this Consortium at this time and realize these significant cost savings, as part of this action it is necessary for the City Council to appropriate monies from the City's Technology Replacement Fund. If the City were to independently contract for the services provided by the LAR -IAP, the City would incur costs 60-70% higher in order to receive comparable deliverables. The allocation of these funds will allow staff to procure these aerial imagery and elevation data deliverables. ALTERNATIVE ACTIONS 1. Do not approve the award of this contract. 2. Other alternatives as identified by Council. FISCAL IMPACT Adequate funds are available in the City's Technology Replacement Fund and had been previously anticipated for appropriation consideration as part of the Fiscal Year 2006/07 Annual Budget process. The City's obligation to participate in the Los Angeles Region — Imagery Acquisition Program is $92,059, and payments to the County will be made in increments of three, beginning in February of 2006 and concluding in July of 2006.
