I0004 - AWARD DESIGN CONTRACT Public Works RECOMMENDED ACTION City Council award the design contract for the Incident Management -Traveler Information Subsystem, Project No. I0004, to Kimley-Horn & Associates in the amount of $298,440.00, and authorize a contingency in the amount of $44,766.00; and authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND The main objective of this project is to develop a system that gathers traffic information, detects traffic incidents, and provides alternate route information to motorists, who may then avoid the congested areas. The project is largely technology based, and consists of upgrading the City's Traffic Operations Center (TOC) software, the installation of a fiber optic communication system, implementing the use of 16 closed-circuit televisions and 16 system detection stations, and the retiming of over 100 traffic signals. The project further enhances the integration of a traffic signal communication system with the TOC and existing infrastructure. In addition, this project will create an interactive relationship with citizens, who will be able to access traffic updates through their cell phones and internet browser, which will allow for better trip planning. The system will provide information on the locations of accidents, construction activity, and areas of delay, giving motorists an additional tool to use when making traffic decisions. The design shall include field observations, data collection, systems engineering analysis, web service deployment, traveler information software, plans, specifications, and the engineer's estimate. This project is distinct among others due to the overlapping nature of the study, design, and construction. Much of the software and communication systems will be developed during the design phase of this project. It is anticipated that the design for this system will be complete by December 2006. Following the design, the construction component will be advertised in January 2007. On May 19, 2006, Traffic Engineering staff received proposals from the following consultants: Kimley-Horn & Associates Woodland Hills, CA Advantec Consulting Engineers Diamond Bar, CA Katz, Okitsu & Associates Tustin, CA Based upon proposal information and interview presentations, Traffic Engineering staff suggests that Kimley-Horn & Associates be awarded the contract for the design of this system. Kimley-Horn & Associates has provided similar services, and their references provided positive feedback regarding the quality of work. Kimley-Horn & Associates employs a large pool of experienced staff, and has chosen sub -contractors with extensive knowledge and experience to the pertaining field. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT Adequate funds for the design phase of this project are currently budgeted in Account Nos. I0004205-8001 and I0004109-8001. The remaining funds will be used to provide for construction costs. ATTACHMENTS None
