RECOMMENDED ACTION
City Council accept the work performed by Kalban, Inc. for the Hazard Elimination Safety (HES)
project known as the Intersection Modification, Federal Project No. STPLH-5450(027), City
Project No. C0025; direct the City Clerk to file the Notice of Completion; and direct staff to
release the retention 35 days after the Notice of Completion is recorded, provided no stop
notices, as provided by law, have been filed.
In 2002, City staff worked with local senior groups to develop a Hazard Elimination Safety
(HES) project. This project was designed to enhance pedestrian safety and access at signalized
intersections. Using feedback obtained by meeting with the senior groups, staff identified nine
intersections for improvements, and drafted a scope that would improve safety at those
intersections.
On March 14, 2006, City Council awarded the construction contract for this project, known as
the Intersection Modification Project, to Kalban, Inc. This project was completed to the City
Engineer's satisfaction on September 12, 2006. Funding for the project was obtained through
Caltrans' Hazard Elimination Safety Program.

FISCAL IMPACT
Sufficient funds were budgeted in Account Nos. C0025001-8001, C0025452-8001, and
C0025453-8001 for the Intersection Modification project.
