SUBJECT: INTERSECTION MODIFICATION PROJECT, FEDERAL
PROJECT NO. STPLH-5450(027), CITY PROJECT NO. C0025 -
AWARD CONSTRUCTION CONTRACT

RECOMMENDED ACTION
City Council award the contract for the Intersection Modification Project, Federal Project
No. STPLH-5450(027), City Project No. C0025, to Kalban, Inc. in the amount of $443,348.00
(base bid of $394,748.00, plus alternate additive bid of $48,600.00), and authorize a 10 percent
base bid contingency expenditure in the amount of $39,475.00, for a total of $482,823.00 from
Account Nos. C0025452-8001, C0025453-8001, and C0025001-8001; appropriate and authorize
$90,000.00 of TDA Article 3 funds to be included as an additional funding source; approve the
project plans and specifications; and authorize the City Manager or designee to execute all
documents, subject to City Attorney approval.
BACKGROUND
The proposed Intersection Modification Project will enhance pedestrian safety and access at nine
signalized intersections within the City (see Exhibit "A" - Vicinity Map). In 2004, the City
received $360,000.00 in federal funds through the Hazard Elimination Safety (HES) grant
program for Fiscal Year 2004/2005. The City also received an additional $114,000.00 in federal
funds for a total of $474,000.00. The estimated budget of the proposed Interseciton Modification
Project is $604,000.00, which includes local funding of $40,0000.00 and TDA Article 3 funding
of $90,000.00.
In developing intersection crossing enhancements, special attention was paid to the specific
needs of senior citizens and pedestrians who are "visually challenged." The scope of work
includes removing portions of median islands that protrude into the crosswalk, reconstructing
substandard pedestrian ramps, and upgrading pedestrian crossing push buttons. Staff has worked

with several community groups, including the Committee on Aging Corporation, the
Santa Clarita Valley Senior Center, and an Orientation and Mobility specialist, in developing the
project scope and identifying intersections for the modifications.
Caltrans issued a letter of authorization to proceed with construction on September 2, 2005,
allowing the City to proceed with the bid advertisement and construction of the HES project,
known as the Intersection Modification Project. On February 14, 2006, Purchasing received the
following two bids for the project:

Staff recommends that the project be awarded to the lowest responsive bidder, Kalban, Inc.
Kalban, Inc. possesses a State Contractor's License and is in good standing with the State
Contractor's License Board. The references indicated that this contractor has performed work to
their satisfaction. The base and alternate additive bid of $443,348.00 was reviewed for accuracy
and conformance to the contract documents.

FISCAL IMPACT
Sufficient funds for the Intersection Modification Project have been budgeted in Account
Nos. C0025452-8001, C0025453-8001 and C0025001-8001.
