SUBJECT: LABOR MARKET STUDY AND IMPLEMENTATION PLAN OVERVIEW
RECOMMENDED ACTION
City Council receive the City of Santa Clarita Labor Market Study Executive Summary and
approve the Implementation Plan for the City's targeted business attraction, expansion and
retention efforts.

The City of Santa Clarita's Economic Development Division hired Alfred Gobar Associates, a
real estate research firm with nearly 30 years experience to conduct a Labor Market Study of the
City's workforce in June 2005. The purpose of the study was to analyze the City's resident labor
market and its potential, identify characteristics of the workforce that commute to jobs within
and outside Santa Clarita, highlight workforce skills and experience, and provide information to
assist businesses in relocating and expanding to the City.
Areas of concern to the City as it continues to grow include: the jobs -to -housing imbalance; the
creation of high quality, high paying jobs in the City for our residents; reduction of traffic
congestion; the expansion of the City's four targeted industry clusters, including aerospace
manufacturing, bio-med, high technology and media, and the maintenance of a high quality of
life for City residents.
The data obtained from the Labor Market Study provides an informational benchmark of the
City's workforce and industry clusters. As a result of this Study, staff is developing an
implementation plan to be utilized in the City's business attraction, expansion and retention
efforts in the identified key industry clusters.

There are no fiscal impacts.
