BACKGROUND As a result of Lancaster Mayor Frank Roberts not seeking City Council re-election, the seat he occupies on the Metropolitan Transportation Authority Board of Directors will become vacant. The MTA Board is comprised of 14 members: the five County Supervisors, the Mayor of the City of Los Angeles, two public members and one member of the Los Angeles City Council appointed by the City of Los Angeles Mayor, and one representative from each of the four sectors comprised of the cities of Los Angeles County, excluding the City of Los Angeles. Sector representatives must be either a Mayor or Councilmember of city in the sector he/she represents. Appointment to the MTA Board of Directors is achieved through first receiving a majority of weighted votes from cities within the North County/San Fernando Valley sector, representing a majority of the population. The North County/San Fernando Valley Sector is comprised of 12 cities: Agoura Hills, Burbank, Calabasas, Glendale, Hidden Hills, La Canada Flintridge, Lancaster, Malibu, Palmdale, San Fernando, Santa Clarita, and Westlake Village. On April 6, 2006, representatives of these cities will be voting on their recommendation for a nominee. The recommended nominee will then be considered for appointment to the MTA Board of Directors by the City Selection Committee at their meeting of May 4, 2006. Mayor Weste and Councilmember Kellar have met with the two nominees who have expressed interest in being appointed to the seat, Glendale Councilmember Ara Najarian and La Canada Flintridge Councilmember David Spence. The two Santa Clarita Councilmembers will make a recommendation to the entire City Council on March 28 to support a preferred candidate at the North County/San Fernando Valley Sector meeting of April 6, 2006. ALTERNATIVE ACTIONS Other actions as determined by the City Council FISCAL IMPACT The action to support a candidate for the MTA Board of Directors position does not require any resources beyond those already accounted for in the City's adopted 2005/06 budget.
