SUBJECT: AWARD CONTRACT FOR THE PURCHASE OF ONE
LIGHT-DUTY TRUCK

RECOMMENDED ACTION
City Council rescind award of contract to Raceway Ford, find the bids from Raceway Ford and
Lake Chevrolet not responsive, award the contract to Reynolds Buick/GMC for the purchase of,
one light-duty truck, and authorize City Manager to execute the contract, authorize the City
Manager or designee to execute the contract or modify the award in the event that issues of
impossibility of performance arise, subject to City Attorney approval, for an amount not to
exceed $37,859.89, from account numbers 7428-8610 and 7428-8615.
BACKGROUND
During a review of the graffiti program, the City Manager determined the lack of vehicle
resources was impacting the ability of the graffiti removal teams to be responsive to the increase
in graffiti incidents. Therefore, the City Manager directed the procurement of an additional
vehicle for the graffiti abatement program.
On August 27, 2006, the City Council awarded a contract to Raceway Ford for the purchase of a
light-duty truck for the graffiti abatement program. Raceway Ford was unable to supply a
vehicle compliant with the specifications necessitating a rebid.
The Invitation to Bid was published three times, from September 20 to September 27, 2006, and
was conducted in compliance with the Support of Santa Clarita Businesses program.
Notifications were sent to the Chamber of Commerce, VIA, and 20 suppliers on file.
Additionally, nine dealers downloaded the bid package from the City's website. Three suppliers
submitted bids opened by Purchasing on October 24, 2006, and the results of the bids follow:

A review of the bid submissions from Raceway Ford and Lake Chevrolet determined the vehicles
proposed did not meet the specifications of the bid. Staff recommends the City Council find the
bids from Raceway Ford and Lake Chevrolet not responsive. Staff finds that Reynolds
Buick/GMC is the lowest responsive bidder.

FISCAL IMPACT
FY 06/07 funds in the amount of $37,859.89 for this expenditure are budgeted in account
numbers 7428-8610 and 7428-8615.
