HomeMy WebLinkAbout2006-03-28 - AGENDA REPORTS - MARKET ARCH ST PURCHASE (2)Agenda Item: CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: Item to be presented by: ME &V 4 -z - Robert Newman DATE: March 28, 2006 SUBJECT: ACQUISITION OF 11.19 ACRES OF VACANT LAND LOCATED AT THE NORTHWEST CORNER OF MARKET AND ARCH STREETS - ASSESSOR'S PARCEL NOS. 2833-014-014 AND 2831-011-037 DEPARTMENT: Public Works RECOMMENDED ACTION City Council authorize the City Manager or designee to execute all required documents to complete the acquisition of 11.19 acres of unimproved real property located at the northwest corner of Market and Arch Streets, Assessor's Parcel Nos. 2833-014-014 and 2831-011-037, subject to City Attorney approval; adopt a resolution authorizing a loan and appropriation of funds from the General Fund into the Via Princessa Bridge and Thoroughfare District (Dockweiler Drive Account No. 53032303) in the amount of $430,000; and authorize a total expenditure of $630,000 from Dockweiler Drive Account No. S3032303 for purchase of the property and for all other costs associated with the transaction. BACKGROUND On January 17, 2006, the City entered into negotiations to purchase 11.19 acres of unimproved real property located adjacent to existing City -owned properties, the Newhall Community Center and the Jan Heidt Metrolink Station. The property included in this proposed acquisition is located at the northwest corner of Market and Arch Streets and more specifically described as Assessor's Parcel Nos. 2833-014-014 and 2831-011-037. This acquisition will assist in implementing the future alignment of Dockweiler Drive. The extension of Dockweiler Drive will create a secondary east -west link through Newhall, with eventual connections that coordinate with the public enhancement of downtown Newhall. Portions of the property not necessary for the road may have enhanced investment and development potential. D O Adopted:Le o bG d1 The amount offered for purchase of the property is $600,000. An additional $30,000 is needed for escrow fees, a Phase I Environmental Site Assessment Report, and for issuance of a policy for title insurance. ALTERNATIVE ACTIONS 1) City Council may direct staff to cease the acquisition effort. 2) Other actions as determined by the City Council. FISCAL IMPACT Approval of the requested actions will result in a remaining balance of $47,500 in Dockweiler Drive Account No. S3032303. ATTACHMENTS Resolution Parcel Map
