SUBJECT: MASTER CASE 03-358, KEYSTONE PROJECT, REQUEST FOR
A GENERAL PLAN AMENDMENT, ZONE CHANGE, VESTING
TENTATIVE TRACT MAP, CONDITIONAL USE PERMIT,
HILLSIDE REVIEW PERMIT AND OAK TREE PERMIT

RECOMMENDED ACTION
City Council certify the Final Environmental Impact Report prepared for the Keystone project
through the adoption of a Resolution, which includes the CEQA Environmental Findings and the
Statement of Overriding Considerations; adopt a Resolution (including the Final Conditions of
Approval) that approves General Plan Amendment 03-002, Vesting Tentative Tract Map 60258,
Conditional Use Permit 03-016, Hillside Review 03-006 and Oak Tree Permit 03-066; and
introduce and pass to second reading on May 9, 2006, an ordinance that approves Zone Change
03-002.
BACKGROUND
At its meeting of March 28, 2006, the City Council closed the public hearing on the Keystone
project and directed staff to return to the April 25, 2006 City Council meeting with a CEQA
resolution certifying the Final EIR, a project approval resolution and a zone change ordinance for
the City Council's consideration.
As indicated above, the public hearing on the project is closed. The Council can take testimony
from the public at this meeting; however this testimony should be directed specifically at the
contents of the CEQA resolution, project approval resolution, and/or the ordinance.
Finally, the City Council during its hearing on the project made some changes to the project and

the proposed conditions of approval. The City Council voted to open the Ermine Street
extension to the project site. The applicant has prepared a revised Vesting Tentative Tract Map
which reflects that change to the site plan.
Per the City Council's request, an analysis of a one-way in/out for Dorothy Street and Ermine
Street and other traffic calming options, have been prepared by a traffic engineer and the progress
of this analysis will be presented to the City Council at their April 25, 2006 meeting. In addition,
staff conducted a community meeting on April 19, 2006, at the Sports Complex Activity Center
with the residents of the Dorothy Street/Ermine Street neighborhood to discuss traffic calming
options. Staff will also report back to the City Council at their April 25, 2006 meeting, on the
progress made with the neighborhood residents related to the traffic calming options.
Additionally, pursuant to the City Council's direction, the following conditions and
modifications have been added and deleted out where applicable for the Keystone project's Final
Conditions of Approval:
PR3. Prior to the recordation of an applicable final tract/parcel map, the applicant is required to
provide approximately 8 acres of land, or a combination of land and fees, to fulfill the
Park Dedication Fee equal to the value of land established per the City's General Plan,
"Parks and Recreation Element", with up to a 30% credit for the private recreational
facilities to the satisfaction of the Director of Parks, Recreation and Community
Services. The applicant shall be required to provide a certified real estate appraisal to
establish the fair market value (FMV) of an acre of land within this project.

traffic calming features along Dorothy Street, Ermine Street, and Steinway Street. These

satisfaction of the Director of Public Works. All traffic calming features shall be
submitted to the Director of Public Works prior to approval and subject to L.A. County
Fire Department approval. All traffic calming features shall be shown on all applicable
plans prior to approval.
PL5. The applicant shall install a water guzzler in the open space area for wildlife
enhancement to the satisfaction of the Director of Community Development.
FISCAL IMPACT
Staff completed a fiscal impact analysis that evaluated the potential economic impact to the.
City's general fund as the site is operational and fully developed. The fiscal impact analysis was
prepared based on development of 499 residential units, a Junior High School site and YMCA
site. The project does have cumulative revenues to the City's general fund that were greater than
the cumulative expenditures to the general fund.
ALTERNATIVE ACTIONS
1. Other actions as determined by the City Council.
