SUBJECT: AWARD CONTRACT FOR MCBEAN PARKWAY MEDIAN
IMPROVEMENTS
DEPARTMENT: Administrative Services
RECOMMENDED ACTION
1) City Council approve plans and specifications, and award the construction contract for the
McBean Parkway Median Buffer Strip Improvement, Project No. B1005, to Trademark
Concrete Systems in the amount of $325,942.
2) Approve a contingency amount of 10% ($32,594).
3) Increase the project's budget from $329,828 to $358,536. Allocate $28,708 to account
B1005401-8001 for the inclusion of contingency amount. The increased amount will come
from Landscape Maintenance District's reserve fund balance.
4) Authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
This project includes the removal of existing shrubs and turf from each side of the median,
replacing it with 18 -inch stamped concrete buffer strips. The irrigation will then be modified,
and the shrubs and turf will be refurbished. Phase I of this project was completed last year. It
included medians on McBean Parkway between Decoro and Copperhill. Phase II includes
medians on McBean Parkway, just south of Del Monte Drive to Tournament Road. The purpose
of installing these buffer strips are to 1) provide a work area for landscapers maintaining the
median, and 2) move sprinklers away from the curb, thereby significantly reducing the overspray
onto the roadway.
The Invitation to Bid was published three times, from April 9 to April 16, 2006. Notifications
were sent to the appropriate trade journals, Chamber of Commerce, and Valencia Industrial
Association (VIA). Additionally, nine firms downloaded the bid package from the City's
website. One contractor submitted a response opened by Purchasing on May 11, 2006, and the
results of the bids follow:

A review of the bid from Trademark Concrete Systems was conducted and found to be
responsive. Trademark Concrete Systems possesses a State Contractor's License and is in good
standing with the State Contractor's License Board.
ALTERNATIVE ACTIONS
1) Reject all bids and rebid the project.
2) Other action as determined by the City Council.
FISCAL IMPACT
Funds in the amount of $329,828 have been budgeted in account B1005401-8001 for Fiscal Year
2005-2006. This project will not impact the City s General Fund.
