HomeMy WebLinkAbout2006-10-10 - AGENDA REPORTS - MEASURE M BOND OFFERING (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT: Agenda Item: 4 CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: October 10, 2006 9"A -Z - Lauren Weste CONSIDERATION OF A RESOLUTION SUPPORTING THE COLLEGE OF THE CANYONS EFFORTS TO FUND THE ACQUISITION AND IMPROVEMENT OF COLLEGE FACILITIES, FURNISHINGS AND EQUIPMENT THROUGH A COMMUNITY COLLEGE BOND OFFERING - MEASURE M City Manager's Office RECOMMENDED ACTION City Council adopt a resolution in support of College of the Canyons' Measure M bond which will appear on the November 2006 ballot, for the acquisition and improvements of College of the Canyons' facilities, furnishings and equipment. BACKGROUND The Board of Trustees of the Santa Clarita Community College District voted to authorize a measure to be placed on the November 2006 ballot which, if approved by the District's voters, would generate a general obligation bond sale in the amount of $160 million. The bond would allow for expansion, maintenance, construction, improvements, furnishing and equipping the college facilities, enabling College of the Canyons to respond to severe overcrowding caused by the growing community demands. The Santa Clarita Community College District's College of the Canyons opened its Santa Clarita Valley campus in 1971 and has seen monumental increases in student enrollment; current enrollment is up 11.5% over last fall. The College has successfully accessed funding from multiple sources in the past, including the passage of a similar bond in 2001. Additionally, the continued partnerships with hundreds of local businesses, the William S. Hart High School District and regional and local agencies has allowed the College to expand access, open doors and meet the needs of the community. �.t 75117140 1 IR The College anticipates reaching 20,000 students this year, a goal the State projected would not . be reached until 2011. Although the demand for service is increasing rapidly, the College is not able to serve all the students. In fall 2005, 3,100 adults applied to the College, but could not enroll, and over 2,200 more students are on a waiting list for required classes each semester. The college would need to add more than 300 class sections to serve these students, and currently there is no classroom space to do so. As such, the Board of Trustees of the Santa Clarita Community College District voted to authorize a measure to be placed on the November 2006 ballot - Measure M.
