SUBJECT: AMENDMENTS TO SECTIONS 6.02 AND 6.04 OF THE CITY OF
SANTA CLARITA MUNICIPAL CODE REGARDING
MANUFACTURED HOMES

RECOMMENDED ACTION
City Council introduce and pass to second reading an ordinance entitled: "AN ORDINANCE
OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, AMENDING
SECTIONS 6.02 AND 6.04 OF THE CITY OF SANTA CLARITA MUNICIPAL CODE
REGARDING MANUFACTURED HOMES".
BACKGROUND
Sections 6.02 and 6.04 of the City of Santa Clarita Municipal Code pertain to rent adjustment
procedures and changes of use within mobilehome parks respectively. The intent of the proposed
amendments is to both provide greater efficiency of administration within the organization and to
clarify the rights of manufactured home owners. The proposed amendments would affect these
sections in the following ways:
6.02 - Manufactured Home Park Rent Adiustment Procedures
All functions associated with rent control would be shifted from the City Clerk to the
Department of Community Development's Housing function within the Economic
Development Division;
Currently, no administrative function exists in the language to address issues other than rent
control. Currently Section 6.02 only allows residents to formally address rent control issues.
The proposed language would allow residents to have a formal hearing on issues related to
reductions in service.

6.04 - Manufactured Home Parks - Change in Use. Current language is vague regarding the
difference between residents of manufactured home parks who own their own unit versus
residents of manufactured home parks who rent the unit they live in. Amendments to this section
would:
• In the case where a manufactured home park were to change uses, a relocation impact report
would only need to be created for owners of a manufactured home, not for residents who rent
their home;
• In the case where a manufactured home park were to change uses, the park owner would only
be required to pay relocation costs for those residents of the park who own their
manufactured home;
• The amount paid per day for the costs of relocation will be changed to an amount set by the
City Council by resolution from the current $75.00 per day amount. Having the rate set by
resolution is administratively more efficient than having a stated amount in the language
because it allows the amount to be changed without going through the ordinance amendment
process each time;
On January 11, 2006, City Staff met with the Mobile Home Panel to discuss the proposed
language. The panel approved the language at that time.
