HomeMy WebLinkAbout2006-11-28 - AGENDA REPORTS - MUNICODE AMEND CMSN (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT: Agenda Item: CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: November 28, 2006 1 .I SECOND READING AND ADOPTION OF ORDINANCE AMENDING CHAPTERS 2.26, PLANNING COMMISSION, AND 2.28, PARKS, RECREATION AND COMMUNITY SERVICES, OF THE SANTA CLARTTA MUNICIPAL CODE Administrative Services RECOMMENDED ACTION City Council adopt an ordinance entitled: "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SANTA CLARTTA, CALIFORNIA, AMENDING CHAPTER 2.26, PLANNING COMMISSION, AND CHAPTER 2.28, PARKS, RECREATION AND COMMUNITY SERVICES COMMISSION." BACKGROUND The introduction and first reading of this ordinance took place at the November 14, 2006 City Council meeting. During a recent update of the City s Commission Manual, staff became aware of sections in the Municipal Code regarding the Planning Commission (Chapter 2.26) and the Parks, Recreation and Community Services Commission (Chapter 2.28) that should be amended for consistency and to reflect current practices. Proposed changes are attached as Exhibit "A" for the following: • Chapter 2.26 — Planning Commission Section 2.26.040 Regular Meetings Section 2.26.070 Organization Adopted:_: 06- 10 • Chapter 2.28 — Parks, Recreation and Community Services Commission Section 2.28.030 Meetings Section 2.28.080 Organization The meeting days for both Commissions are set, with the hour of the meeting to be set by the Commission. Also, when a meeting day falls on a holiday, the meeting is typically cancelled rather than held on the "next succeeding day which is not a holiday." Both Commissions conduct their reorganization after newly appointed members are seated (in even years) which occurs in August or September. The proposed changes will provide for this schedule on an annual basis. Finally, the staff providing support to each Commission is the "Office of Record" for the respective Commission's documents; therefore, their records are not filed with the City Clerk. These amendments provide consistency between the Commissions and reflect current practices. ALTERNATIVE ACTIONS 1. Do not introduce proposed ordinance. 2. Make changes to proposed ordinance. 3. Other action as determined by Council. FISCAL IMPACT Funds in the amount of $2,500 have been budgeted in account 2801-8001 for Municipal Code updates. ATTACHMENTS Ordinance
