INTRODUCTION OF ORDINANCE AMENDING VARIOUS
SECTIONS OF THE SANTA CLARTTA MUNICIPAL CODE

RECOMMENDED ACTION
City Council introduce and pass to second reading an ordinance entitled: "AN ORDINANCE OF
THE CITY COUNCIL OF THE CITY OF SANTA CLARTTA, CALIFORNIA, AMENDING
VARIOUS SECTIONS OF THE MUNICIPAL CODE DUE TO ORGANIZATIONAL
CHANGES."
BACKGROUND
Since adoption of many sections of the Municipal Code, numerous changes have taken place in
the City's organizational structure and the responsibilities assigned to the various departments.
Amendments, as included on Exhibit "A" attached, are proposed for the following Chapters:
• Chapter 2.10 — City Clerk
• Chapter 2.12 — Department of Finance
• Chapter 2.17 — Department of Public Works
• Chapter 2.18 — Department of Community Development
• Chapter 2.19 — Department of Parks, Recreation and Community Services
• Chapter 10.04 — Stormwater and Urban Runoff Pollution Control
• Chapter 11.44 — Noise Limits
• Chapter 13.24 — Newsracks
• Chapter 15.46 — Construction and Demolition Materials Management
• Chapter 18.02 — Amendments to UBC Chapter 1; Administrative Provisions
• Chapter 19.02 — Amendments to Article 89 of the CA Electrical Code; Administration
• Chapter 20.02 — Amendments to UPC Chapter 1; Administrative Provisions

These amendments will update and provide flexibility in departmental responsibility so that
future organizational changes should not create a need for future Code amendments each time.
Additional updates are being prepared by staff for Chapter 10.06, Floodplain Management and
Title 23, Neighborhood Preservation. Also, staff will be preparing amendments to Titles 18, 19,
and 20 in 2007 to adopt new Uniform Codes and will make references to the "City Building
Official" consistent at that time.
ALTERNATIVE ACTIONS
1. Do not introduce proposed ordinance.
2. Make changes to proposed ordinance.
3. Other action as determined by Council.
FISCAL IMPACT
As a result of this action, costs will be incurred to update the hard copies and network copy of the
City's Municipal Code. These costs are addressed in the City Clerk's contractual services
account, 2801-8001, and will be billed by the City's codification company.
