M2001 - AWARD CONSTRUCTION CONTRACT Public Works RECOMMENDED ACTION City Council award the construction contract for the rehabilitation of the Newhall Park Aquatic Building, Project No. M2001, to Hanes & Associates in the amount of $807,000, and authorize a 10 percent contingency in the amount of $80,700; appropriate $565,000 from Revenue Account No. 450-4027 (Park In Lieu Fees) to Account No. M2001450-8001; approve the project plans and specifications; and authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND During Fiscal Year 2002-2003, the City Council appropriated $255,755 for the rehabilitation of the aquatic building at Newhall Park. The building had experienced problems resulting from poor drainage and poor ventilation, and the funds appropriated by the City Council were to address these concerns. At that time, staff identified twelve key issues that needed to be investigated as a part of the project. In 2003, the City entered into a contract with Eve Reynolds, Architect, to provide architectural services related to the project. In 2003, a site inspection revealed the presence of mold due to the inadequate drainage and poor ventilation at the facility. The mold was subsequently removed by Atkins Environmental H.E.L.P., Inc., and in December 2004, the City received a clearance report granting clearance for the rehabilitation portion of the project. This report also outlined recommendations to implement in the rehabilitation project which would prevent future water damage. The original plan for the rehabilitation of the Newhall Park Aquatic Building called for a restoration of the interior, with enhancements to the ventilation and drainage systems. The 2002 construction cost estimate was $235,000, which would repair the drainage and ventilation problems, and restore the building back to its original condition. Staff has long been concerned about issues concerning the interior flow of the building. Specifically, the current design has no dedicated area for first aid, resulting in staff rendering first aid to patrons in full view of other swimmers. Also, the design of the building requires swimmers to enter from the front of the building and go through a locker room before getting to the pool. The latter issue has caused much discomfort on the part of patrons who are forced to take young children through locker rooms to access the pool. As the project required extensive interior work after the mold removal, staff advocated a redesign of the project to include a center hallway concept. This hallway would allow patrons to access the pool without having to go through a locker room. During the Fiscal Year 2004-2005 midyear budget process, the City Council allocated an additional $125,000 to the project. This allocation was to replace the $68,000 that was spent on unanticipated environmental concerns, and to increase the scope of the project to include a center hallway and a dedicated first aid room. The City issued a Notice Inviting Bids on December 5, 2005. The project's plan holder's list consisted of a total of 19 plan holders. On February 13, 2006, the City s Purchasing Division received four (4) bids for the project. The bid from Timber Pacific was deemed non-responsive due to failure to submit addendums with the bid proposal and due to failure to provide the names, addresses, and telephone numbers of three public agencies for which they have performed similar work within the past three years. The lowest responsive bid was submitted by Hanes & Associates in the amount of $807,000. Hanes & Associates possesses a State Contractor's License and is in good standing with the State Contractor's License Board. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT The total cost to construct, inspect, and manage the project is $949,000. Funds in the amount of approximately $384,000 are currently available in Account No. M2001001-8001. The addition of $565,000 from Park In Lieu Fees to Account No. M2001450-8001 will allow for the completion of the project. ATTACHMENTS Location Map
