JOINT RESOLUTION OF THE CITY OF SANTA CLARITA, THE
BOARD OF SUPERVISORS OF THE COUNTY OF LOS
ANGELES, THE BOARD OF DIRECTORS OF THE NEWHALL
COUNTY WATER DISTRICT, THE GREATER LOS ANGELES
COUNTY VECTOR CONTROL DISTRICT, AND THE CASTAIC
LAKE WATER AGENCY, APPROVING AND ACCEPTING THE
NEGOTIATED EXCHANGE OF PROPERTY TAX REVENUE
RESULTING FROM "NEWHALL COUNTY WATER DISTRICT
ANNEXATION NO. 2005-30: TO THE NEWHALL COUNTY
WATER DISTRICT

RECOMMENDED ACTION
City Council adopt a Joint Resolution approving and accepting the Negotiated Exchange of
Property Tax Revenue resulting from "Newhall County Water District Annexation No. 2005-30"
to the Newhall County Water District related to the Gate King Industrial Park project.
BACKGROUND
On June 24, 2003, the City Council approved the 4.2 million square foot Gate King Industrial
Park that included numerous community benefits for the City of Santa Clarita. The City Council
re -certified the Environmental Impact Report for the project on July 11, 2006. The Gate King
Industrial Park is located at the southwest area of San Fernando Road and Siena Highway (see
attached vicinity map).
As part of the development process and requirements for annexation into the Newhall County
Water District, the Industrial Park is required to receive an approved joint tax transfer resolution
from the City of Santa Clarita and other applicable agencies. Approved tax transfer resolutions

from the City Council are not usually required, however, in this case it is required, as a result of a
portion of the Industrial Park being located within the Newhall Redevelopment Area
(approximately 20 acres).
On October 31, 2006, the Los Angeles County Administrative Office requested that the City of
Santa Clarita staff process and receive City Council approval of the joint tax transfer for the
Newhall County Water District Annexation No. 2005-30 related to the Gate King Industrial Park.
ANALYSIS
The Joint Tax Transfer Resolution is negotiated appropriately and will be distributed
proportionately across all of the non -school taxing entities in accordance with Redevelopment
law. The portion of the Industrial Park that is located within the Newhall Redevelopment Area
will not be reassigned to the Newhall County Water District until the Newhall Redevelopment
Area terminates.
ALTERNATIVE ACTIONS
City Council may direct staff to terminate annexation proceedings.
