HomeMy WebLinkAbout2006-07-11 - AGENDA REPORTS - NO PARKING LYONS AVE (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT: Agenda Item: 6 CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: July 11, 2006 LYONS AVENUE - ESTABLISH NO -PARKING ZONE/NO-STOPPING ZONE ALONG THE NORTH CURB LINE EXTENDING BETWEEN AVENIDA ROTELLA AND WILEY CANYON ROAD Public Works RECOMMENDED ACTION City Council adopt a resolution establishing a "no -parking between the hours of 12:00 a.m. and 4:00 a.m." zone along the north curb of Lyons Avenue from Avenida Rotella to 200 feet west of Old Orchard Park, and a "no -stopping any time" zone along the north curb of Lyons Avenue from 200 feet west of Old Orchard Park to Wiley Canyon Road. BACKGROUND Staff received complaints from Old Orchard area residents concerning overnight parking of semi -trucks and large vehicles in two areas: along the north side of Lyons Avenue adjacent to Old Orchard Park, and the back side of the residential housing west of the park. Residents have notified staff that disruptive noise from the trucks occurs at all hours of the night (running engines and refrigeration systems). They have also indicated concern that the trucks restrict visibility into the park, the adjacent sidewalk, landscaping, and retaining walls, reducing public safety and making it easier for vandals to damage adjacent property. The proposed "no -parking between the hours of 12:00 a.m. and 4:00 a.m." will prevent trucks from parking in the area overnight, while still providing on -street parking for day use. Lyons Avenue is striped for three westbound lanes from just east of Wiley Canyon Road to the City limits at Interstate 5. The capacity of Lyons Avenue could be enhanced by extending this third lane easterly to Old Orchard Park. The third lane would help reduce traffic delays at the signalized intersections and improve the overall flow for westbound traffic through this area. The Adopted;�eso (3 proposed "no -stopping any time" zone along the north curb of Lyons Avenue from 200 feet west of Old Orchard Park to Wiley Canyon Road is necessary to provide room for the third westbound travel lane. There are no residences or businesses fronting Lyons Avenue between Old Orchard Park and Wiley Canyon Road, which would be affected by the proposed "no -stopping any time" zone. ALTERNATIVE ACTIONS 1. Keep existing situation as is. 2. Other action as determined by the City Council. FISCAL IMPACT The work involves the installation of approximately 15-20 signs, amounting to approximately $1,500.00 to $2,000.00. Funds for this work are available in the Streets Striping and Signing Maintenance Account No. 4814-7335.
