AWARD CONTRACT FOR NON -MOTORIZED PLAN

RECOMMENDED ACTION
City Council award the contract for the Non -Motorized Plan to Alta Planning + Design for an
amount not to exceed $140,000.00 from Account No. 4100-8110; authorize a contingency in the
amount of $10,000.00; and authorize the City Manager or designee to execute all documents,
subject to City Attorney approval.
BACKGROUND
The City has appropriated general funds for a Non -Motorized Plan. The goal of the Plan is to
develop a framework that fosters an environment of non -motorized transportation (bicycling and
walking), and enhanced recreational bicycle use in the City. The Plan is intended to reduce
single vehicle occupancy use, promote bicycling and walking as a general means of
transportation, encourage transit use, reduce congestion, and maintain and improve the quality of
life in the City.
The scope of the Plan includes data collection and analysis, a planning component, a transit
component, the Plan creation, funding strategies, and review and adoption. It is anticipated that
the Plan will be complete by September 2006.
On December 2, 2005, Traffic Engineering staff received proposals from the following two
consulting firms:

APPROVED
Staff recommends that Alta Planning + Design be awarded the contract for this project. This
consulting firm has performed similar projects in Southern California, and the references
indicated high marks on their performance and quality of work. Alta Planning + Design has a
large pool of experienced staff, and the sub -contractors have extensive experience in the
appropriate fields. Their proposal cost of $140,000.00 was in the range of the City's cost
estimate.

Other action as determined by the City Council.
FISCAL IMPACT
Funds in the amount of $150,000.00 are currently budgeted in Account No. 4100-8110 for this
project.
