SUBJECT: PARCEL MAP NO. 26684 (CANYON COUNTRY AREA,
ONE -LOT SUBDIVISION) - APPROVAL OF FINAL MAP AND
ACCEPTANCE OF OFFERS OF DEDICATION
DEPARTMENT: Public Works
1. City Council approve Parcel Map No. 26684 (Canyon Country area, one -lot subdivision);
2. Accept on behalf of the public the offers of dedication for Soledad Canyon Road for public
use and road purposes; the right to restrict direct vehicular ingress and egress to said street;
sanitary sewers for ingress, egress and appurtenant structures and the right to prohibit the
construction of buildings or structures within parcels 3 and 4 designated as open space;
3. Make findings as follows: (a) that this project is consistent with the provisions of
Sections 66474 and 66474.1 of the Subdivision Map Act and should be approved, and
(b) that this proposed subdivision, together with the provisions for this design and
improvement, is consistent with the General Plan required by Article 5 (commencing with
Section 65300) of Chapter 3 of Division I of the Government Code, or any specific plan
adopted pursuant to Article 8 (commencing with Section 65450) of Chapter 3 of Division 1
of the Government Code;
4. Instruct the City Treasurer to endorse the Special Assessment Certificate on the face of Parcel
Map No. 26684, which indicates that all special assessments levied by the City have been
paid;
5. Instruct the City Clerk to endorse the Certificate on the face of Parcel Map No. 26684, which
embodies the approval of said map and the acceptance of the dedication shown thereon; and
6. Instruct the City Engineer to endorse the Agreement for Subdivision Improvements, which
provides for the manner in which various improvements described on Parcel Map No. 26684,
and pursuant to the conditions for the final approval of said map for which security has been
posted, shall be constructed and completed.

BACKGROUND
Parcel Map No. 26684 (Canyon Country area, one -lot subdivision) was deemed to be in
substantial conformance with the principles and standards required by the Unified Development
Code, and approved by the Planning Commission on October 7, 2003. This phase, consisting of
approximately 4.53 acres, is located on the south side of Soledad Canyon Road between
Anne Freda Street and Deep Creek Drive, and is owned by Mattson M & L Financial.
This map is a subdivision of a portion of the Northeast Quarter of Section 22, Township 4 North,
Range 15 West, San Bernardino Meridian, and is creating four lots for church/childcare purposes
to include two open space parcels. Water rights have been secured for all parcels. Bridge and
Thoroughfare (B&T) fees totaling $95,979.00 (per current Eastside B&T District fees) have been
fully satisfied, as stipulated in the Conditions of Approval.
The conditions set by the Planning Commission have been met and fees have been paid as
indicated on the attached Fact Sheet. The map has been checked to the satisfaction of the City
Engineer and is ready for City Council approval and acceptance of the dedications.
ALTERNATIVE ACTIONS
Staff has not identified any alternative actions that would conform to requirements set forth in the
Subdivision Map Act.
FISCAL IMPACT
No new public streets are being dedicated to the City by this map. No impact will be made to the
City's street maintenance budget.
The developer is contributing the following amounts for the purposes described (refer to the
attached Fact Sheet for details):
Bridge and Thoroughfare Fees $95,979.00
