SUBJECT: PARCEL MAP NO. 60337 (COMMERCIAL PHASE OF GOLDEN
VALLEY RANCH) - APPROVAL OF FINAL MAP AND
ACCEPTANCE OF OFFERS OF DEDICATION

RECOMMENDED ACTION
1) City Council approve Parcel Map No. 60337 (commercial phase of Golden Valley Ranch),
subject to the condition that Tract Map No. 52414-01 records prior to the recordation of
Parcel Map No. 60337;
2) Accept on behalf of the public the offers of dedication for public use, the easement for
sanitary sewers and sanitary sewer ingress and egress purposes; and all sanitary sewers and
appurtenant structures;
3) Make findings as follows: (a) that this project is consistent with the provisions of Sections
66474 and 66474.1 of the Subdivision Map Act and should be approved, and (b) that this
proposed subdivision, together with the provisions for this design and improvement, is
consistent with the General Plan required by Article 5 (commencing with Section 65300) of
Chapter 3 of Division 1 of the Government Code, or any specific plan adopted pursuant to
Article 8 (commencing with Section 65450) of Chapter 3 of Division 1 of the Government
Code;
4) Instruct the City Treasurer to endorse the Special Assessment Certificate on the face of Parcel
Map No. 60337, which indicates that all special assessments levied by the City have been
paid;
5) Instruct the City Clerk to endorse the Certificate on the face of Parcel Map No. 60337, which
embodies the approval of said map and the acceptance of the dedications shown thereon;
6) Instruct the City Engineer to endorse the Agreement for Subdivision Improvements, which
provides for the manner in which various improvements described on Parcel Map No. 60337,
and pursuant to the conditions for the final approval of said maps for which security has been
posted, shall be constructed and completed; and
7) Instruct the City Manager or designee to execute the Golden Valley Bridge Widening
Agreement, subject to City Attorney approval.
BACKGROUND
Parcel Map No. 60337 (commercial phase of Golden Valley Ranch) conforms with Tentative
Parcel Map No. 60337, which was granted approval by the Planning Commission on
February 17, 2004. The map consists of approximately 56.22 acres, is located east of
State Route 14 at Golden Valley Road, and is owned by GMS Golden Valley Ranch, LLC, a
Delaware Limited Liability Company.
This map is a subdivision of Tract Map No. 52414-01, and is creating 17 parcels for commercial
purposes. Water rights have been secured for the parcels. The site is for commercial purposes and
Quimby fees are not required for this development. Bridge and Thoroughfare (B&T) fees totaling
$7,599,374.00 (per current Eastside B&T District fees) are based on the gross acreage of the
parent map and have been satisfied per the Conditions of Approval.
The conditions set by the City Council have been met and fees will be paid as indicated on the
attached Fact Sheet. The map has been checked to the satisfaction of the City Engineer and is
ready for City Council approval and acceptance of the dedications.
ALTERNATIVE ACTIONS
Staff has not identified any alternative actions that would conform to requirements set forth in the
Subdivision Map Act.
FISCAL IMPACT
No new public streets are being dedicated to the City by this map. No impact will be made to the
City's street maintenance budget.
The developer is contributing the following amounts for the purposes described (refer to the
attached Fact Sheet for details):
Bridge and Thoroughfare Fees: $7,599,374.00
