HomeMy WebLinkAbout2006-01-10 - AGENDA REPORTS - PM 61363 FM ACCEPT (2)Agenda Item: ID CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: Item to be presented by: Christopher Price DATE: January 10, 2006 SUBJECT: PARCEL MAP NO. 61363 (NEWHALL AREA, ONE -LOT SUBDIVISION) - APPROVAL OF FINAL MAP AND ACCEPTANCE OF OFFER OF DEDICATION DEPARTMENT: Public Works RECOMMENDED ACTION 1. City Council approve Parcel Map No. 61363 (Newhall area, one -lot subdivision); 2. Accept on behalf of the public the offer of dedication for Apple Street for public use and road purposes; 3. Make findings as follows: (a) that this project is consistent with the provisions of Sections 66474 and 66474.1 of the Subdivision Map Act and should be approved, and (b) that this proposed subdivision, together with the provisions for this design and improvement, is consistent with the General Plan required by Article 5 (commencing with Section 65300) of Chapter 3 of Division 1 of the Government Code, or any specific plan adopted pursuant to Article 8 (commencing with Section 65450) of Chapter 3 of Division 1 of the Government Code; 4. Instruct the City Treasurer to endorse the Special Assessment Certificate on the face of Parcel Map No. 61363, which indicates that all special assessments levied by the City have been paid; 5. Instruct the City Clerk to endorse the Certificate on the face of Parcel Map No. 61363, which embodies the approval of said map and the acceptance of the dedication shown thereon; and 6. Instruct the City Engineer to endorse the Agreement for Subdivision Improvements, which provides for the manner in which various improvements described on Parcel Map No. 61363, and pursuant to the conditions for the final approval of said map for which security has been posted, shall be constructed and completed. BACKGROUND Parcel Map No. 61363 (Newhall area, one -lot subdivision) was deemed to be in substantial conformance with the principles and standards required by the Unified Development Code, and approved by the Planning Commission on October 19, 2004. This phase, consisting of approximately 0.59 acres, is located on Arlen Drive at the southwest corner of Arlen Drive and Apple Street and is owned by Reed and Christine Halladay. This map is a subdivision of a portion of Lot 19 of Tract Map No. 1437, and is creating three lots for residential purposes. Water rights have been secured for all lots. The site is for residential purposes and the Quimby requirement of $33,512.00 has been fully satisfied. Bridge and Thoroughfare (B&T) fees totaling $49,230.00 (per current Valencia B&T District fees) have been fully satisfied, as stipulated in the Conditions of Approval. The conditions set by the Planning Commission have been met and fees have been paid as indicated on the attached Fact Sheet. The map has been checked to the satisfaction of the City Engineer and is ready for City Council approval and acceptance of the dedications. ALTERNATIVE ACTIONS Staff has not identified any alternative actions that would conform to requirements set forth in the Subdivision Map Act. FISCAL IMPACT No new public streets are being dedicated to the City by this map. No impact will be made to the City's street maintenance budget. The developer is contributing the following amounts for the purposes described (refer to the attached Fact Sheet for details): Bridge and Thoroughfare Fees: $49,230.00 (Valencia District, Account No. 304-6191) Transit Mitigation Fee: $600.00 Quimby Fee: $33,512.00 ATTACHMENTS Fact Sheet Vicinity Map - Exhibit "A" FACTSHEET Location: The southwesterly corner of Arlen Drive and Apple Street.
