SUBJECT: PARCEL MAP NO. 62162 (COMMERCIAL CONDOMINIUM
MAP, TOURNEY MEDICAL SUITES) - APPROVAL OF FINAL
MAP AND ACCEPTANCE OF OFFERS OF DEDICATION

RECOMMENDED ACTION
1. City Council approve Parcel Map No. 62162 (Commercial Condominiums — Tourney
Medical Suites);
2. Accept on behalf of the public the offers of dedication for the right to restrict the erection of
structures within designated open space areas as shown on the map, the easements for
sanitary sewers and sanitary sewer ingress and egress purposes, and all sanitary sewers and
appurtenant structures;
3. Make findings as follows: (a) that this project is consistent with the provisions of Sections
66424, 66427, 66474, and 66474.1 of the Subdivision Map Act and should be approved, and
(b) that this proposed subdivision, together with the provisions for this design and
improvement, is consistent with the General Plan required by Article 5 (commencing with
Section 65300) of Chapter 3 of Division 1• of the Government Code, or any specific plan
adopted pursuant to Article 8 (commencing with Section 65450) of Chapter 3 of Division 1
of the Government Code;
4. Instruct the City Treasurer to endorse the Special Assessment Certificate on the face of Parcel
Map No. 62162, which indicates that all special assessments levied by the City have been
paid;
5. Instruct the City Clerk to endorse the Certificate on the face of Parcel Map No. 62162, which
embodies the approval of said maps and the acceptance of the dedications shown thereon;
and
6. Instruct the City Engineer to endorse the Certificate on the face of Parcel Map No. 62162,
which provides for verification of substantial conformance with the Tentative Map and all
provisions of local ordinances and state laws applicable at the time of approval.

BACKGROUND
Parcel Map No. 62162 (Commercial Condominiums — Tourney Medical Suites) was deemed to
be in substantial conformance with the principles and standards required by the Unified
Development Code and approved by the Planning Commission September 20, 2005. Parcel Map
No. 62162 consists of 2.70 acres, is located in the southeast corner east of Tourney Road and
south of Magic Mountain Parkway, and is owned by Tourney Medical Suites, LLC, a California
Limited Liability Company.
Parcel Map No. 62162 is a subdivision of Parcel 4 of Lot Line Adjustment (LLA04-00022) and
is creating one lot with 30 commercial condominium units. Water rights have been secured for
the lot. The site is for commercial purposes only and has no Quimby and Transit Impact Fee
requirements. Bridge and Thoroughfare (B&T) fees totaling $147,555.00 (per current Valencia
B&T District fees) have been fully satisfied, as stipulated in the Conditions of Approval.
The conditions set by the Planning Division staff have been met and the map has been checked to
the satisfaction of the City Engineer and is ready for City Council approval and acceptance of the
dedications.
ALTERNATIVE ACTIONS
Staff has not identified any alternative actions that would conform to requirements set forth in the
Subdivision Map Act.
FISCAL IMPACT
No new public streets are being dedicated to the City by this map. No impact will be made to
the City's Street Maintenance Budget.
The developer is contributing the following amounts for the purposes described below:
Bridge and Thoroughfare Fee: $147,555.00

Transit Mitigation Fee: N/A
Quimby Fee: N/A
