HomeMy WebLinkAbout2006-11-28 - AGENDA REPORTS - PM 63295 FM APPROVAL (2)CONSENT CALENDAR DATE: SUBJECT: DEPARTMENT: Agenda Item: _— CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: November 28, 2006 PARCEL MAP NO. 63295 (BRIDGEPORT MARKETPLACE, NORTHEAST CORNER OF MCBEAN PARKWAY AND NEWHALL RANCH ROAD) - APPROVAL OF FINAL MAP AND ACCEPTANCE OF OFFERS OF DEDICATION Public Works RECOMMENDED ACTION 1. City Council approve Parcel Map No. 63295 (Bridgeport Marketplace); 2. Accept on behalf of the public the offers of dedication for public use, the easements for sanitary sewers and sanitary sewer ingress and egress purposes; all sanitary sewers and appurtenant structures; the right to prohibit the erection or construction of any buildings or structures within the Restricted Use Areas so designated on the map; the easement for ingress and egress purposes upon, over, and across all of Lot 9 so designated on the map; and the easement for public use and sidewalk purposes so designated on the map; 3. Make findings as follows: (a) that this project is consistent with the provisions of Sections 66474 and 66474.1 of the Subdivision Map Act and should be approved; and (b) that this proposed subdivision, together with the provisions for this design and improvement, is consistent with the General Plan required by Article 5 (commencing with Section 65300) of Chapter 3 of Division 1 of the Government Code, or any specific plan adopted pursuant to Article 8 (commencing with Section 65450) of Chapter 3 of Division 1 of the Government Code; 4. Instruct the City Treasurer to endorse the Special Assessment Certificate on the face of Parcel Map No. 63295, which indicates that all special assessments levied by the City have been paid; 5. Instruct the City Clerk to endorse the Certificate on the face of Parcel Map No. 63295, which embodies the approval of said maps and the acceptance of the dedications shown thereon; and "AN 'VES 6. Instruct the City Engineer to endorse the Agreement for Subdivision Improvements, which provides for the manner in which various improvements described on Parcel Map No. 63295, and pursuant to the conditions for the final approval of said maps for which security has been posted, shall be constructed and completed. BACKGROUND Parcel Map No. 63295 (Bridgeport Marketplace) conforms with Tentative Parcel Map No. 63295, which was granted approval by the Planning Commission on December 6, 2005. This parcel map consists of approximately 30.92 acres, is located at the northeast corner of McBean Parkway and Newhall Ranch Road, and is owned by Bridgeport Marketplace, LLC, a California Limited Liability Company. This map is a subdivision of Tract Map No. 44481 and is creating nine parcels for commercial purposes. Water rights have been secured for the parcels. Trail requirements are being met by the construction of a variable width public trail/bike path on Newhall Ranch Road beginning approximately 0.2 miles east of the intersection of McBean Parkway and Newhall Ranch Road to approximately 160 feet east of said intersection. The site is for commercial purposes and Quimby fees are not required for this development. Bridge and Thoroughfare (B&T) fees totaling $1,463,527.00 (per current Valencia B&T District fees) have been satisfied. The conditions set by the City Council have been met, and fees will be paid as indicated on the attached Fact Sheet. The map has been checked to the satisfaction of the City Engineer and is ready for City Council approval and acceptance of the dedications. ALTERNATIVE ACTIONS Staff has not identified any alternative actions that would conform to requirements set forth in the Subdivision Map Act. FISCAL IMPACT No new public streets are being dedicated to the City by this map. No impact will be made to the City's street maintenance budget. The developer is contributing the following amounts for the purposes described (refer to the attached Fact Sheet for details): Bridge and Thoroughfare Fees: $1,463,527.00 (Valencia District Account No. 304-6191) Transit Mitigation Fee: N/A Quimby Fee: N/A ATTACHMENTS Fact Sheet Exhibit Map FACTSHEET PARCEL MAP NO. 63295 Location: Northeast corner of McBean Parkway and Newhall Ranch Road. Transit Fees: Transit Mitigation Fees do not apply to this commercial development. Quimby Fees: Quimby fees do not apply to this commercial development.
