DEPARTMENT: Community Development RECOMMENDED ACTION City Council authorize the City Manager or designee to enter into a professional services contract between the City and RBF Consulting to prepare an Environmental Impact Report (EIR) for the Robinson Ranch Residential project, fora total contract amount not to exceed $199,595.00 subject to City Attorney approval. EIR preparation costs will be borne by the applicant. BACKGROUND City staff is recommending RBF Consulting to prepare an EIR for the Robinson Ranch Residential project located in the general vicinity of the south east intersection of Oak Spring Canyon Road and Lost Canyon Road in the community of Canyon Country. The property developer (Robinson Ranch Residential LP) is proposing to develop the subject site with 114 single-family dwelling units. Proposed lot sizes range from .7 acres (30,000 ft2) to 2+ acres. The development proposal includes 370,000 cubic yards of earth movement to be balanced on site. The project also includes a 33.4 acre equestrian area proposed for dedication to the City, a system of equestrian trails, and the removallrelacation of oak trees on site. The development is proposed to have three separate access points, all of which are proposed to be gated. The project site is currently vacant. There are two current General Plan land use designations over the project site, Residential Low (RL) and Residential Very Low (RVL), which are consistent with the proposed project. fA.J�11P,P,, Eo The EIR will review the following potentially significant areas of environmental impact: • Aesthetics; • Air Quality; • Hydrology/ Water Quality; • Noise; • Public Services; • Transportation/ Traffic/Circulation; and • Utilities/ Service Systems. Of the eight firms solicited, RBF Consulting was the highest rated firm to respond to the request for proposal from City staff for the preparation of the EIR. The cost for preparing the document is $199,595.00. This includes a 10 percent contingency fee, which will provide a buffer in the event of unexpected costs. The money will be deposited into a 501 account and this amount will cover all costs associated with the associated with the EIR preparation. ALTERNATIVE ACTIONS 1. Not approve the contract with RBF Consulting and direct staff to send out a second RFP to select an alternate consulting firm for the preparation of the EIR. 2. Other action as determined by the Council. FISCAL IMPACT The cost of EIR preparation will be borne solely by the applicant (Robinson Ranch Residential LP). The applicant has submitted a check for $199,595 which will be deposited into account 501-23077, Robinson Ranch Residential project. Therefore, authorization to proceed with the EIR does not create a fiscal impact to the City's budget.
