SUBJECT: REDEVELOPMENT IMPLEMENTATION UPDATE
City Council/Santa Clarita Redevelopment Agency receive the presentation on staff's progress
and projects under way since the adoption of the Downtown Newhall Specific Plan.
BACKGROUND
In July of ,1997, after much work and compromise, the Santa Clarita Redevelopment Agency
adopted the Newhall Redevelopment Project, based in large part on the Downtown Newhall
Improvement Program, known as "The Freedman Plan." Since that time, quite a few projects
identified in the plan have been completed. These projects were completed mainly by City
forces using whatever funding sources they could find to supplement the General Fund. Projects
completed include:
• Restoration of Hart High School Auditorium
• Newhall Community Center Construction
• Newhall Park Community Building reconstruction
• Lyons Avenue signal interconnect
• Construction of the TMF
• Wiley Canyon realignment
• Various street, curb / gutter, access improvements
• Construction of Creek View Park
In order to help stimulate private sector involvement in the redevelopment of Downtown
Newhall, the Council/Agency authorized the creation of the Downtown Newhall Specific Plan.
The plan was approved by the City Council at their. regular meeting on November 22, 2005.
That plan is now in place and staff has been tasked with utilizing it to bring the development
community in to invest in the future of Newhall and share in the benefits that the entire City will
gain.
Information on recent progress and outlines of processes to be employed to reach that end will be
presented to the Council/Agency, the Executive Team, all City departments, and the community
for review and discussion.
