RECOMMENDED ACTION
City Council approve the plans and specifications; award the contract for the Corporate Yard
Roof Replacement, Project No. F1012, to Rey -Crest Roofing & Waterproofing Company in the
amount of $462,750.00, and authorize a contingency in the amount of $70,000.00; award a
contract under National Joint Powers Alliance (NJPA), Contract No. 102903, to Tremco for the
purchase of roofing materials in the amount of $200,000.00 from Account No. F1012001; and
authorize the City Manager or designee to execute all documents, subject to City Attorney
approval.
BACKGROUND
The existing roof on the Corporate Yard building has passed its functional lifespan, and has been
rated in a "poor overall condition (approaching failing)" by a professional roofing consultant.
Completing this roof replacement will prevent water -related damage to the building.
The City advertised for bids to replace the roof at the Corporate Yard facility. On Monday,
August 21, 2006, the following bids were received by the Purchasing Division:

While pursuing the procurement process, staff identified an available public agency contract that
would allow the City to acquire and provide to the contractor, at a savings to the City, the roofing
materials for the project. National Joint Powers Alliance (NJPA) is a government agency that
has competitively awarded a contract to Tremco for roofing materials of the type deemed
necessary for this project. Staff proposes to purchase the material and provide it to the
contractor, taking advantage of the volume pricing of the "piggyback" contract and saving the
expense of the contractor's overhead and profit charges. The City Council has previously
approved the use of "piggybacking" contracts, at substantial savings to the City.
Staff recommends that the project be awarded to the lowest qualified bidder, Rey -Crest Roofing
& Waterproofing Company, and the roofing materials contract to be awarded to Tremco.
Ray -Crest Roofing & Waterproofing Company possesses a State Contractor's license and is in
good standing with the State Contractor's License Board. The bid was reviewed for accuracy and
conformance to the contract documents and was found to be complete. References were checked
and indicated that this contractor has performed work that met their customers' goals.

FISCAL IMPACT
Funds for this project in the amount of $767,250.00 were approved in the Fiscal Year 2006-2007
budget, and are currently available in Account No. F1012001.
