RUBBERIZED ASPHALT CONCRETE GRANT PROGRAM

RECOMMENDED ACTION
City Council adopt a resolution authorizing the City s 2005/2006 Targeted Rubberized Asphalt
Concrete (RAC) Incentive Grant Program application, a part of the Annual Overlay and Slurry
Seal Programs; direct staff to submit the completed grant application to the California Integrated
Waste Management Board; and authorize the City Manager or designee to execute all documents,
subject to City Attorney approval.
BACKGROUND
The State of California is currently accepting applications to fund a portion of the construction of
capital projects that promote reducing the tire waste going into landfills for disposal and
eliminating the stockpiling of waste tires. The targeted rubberized Asphalt Concrete Incentive
Grant Program is administered through the California Integrated Waste Management Board
(CIWMB). Projects will compete for approximately $3,577,000 to fund portions of projects in
$150,000 maximum increments throughout the state. If successful, this grant would provide
additional reimbursement funds to the annual overlay and slurry seal project. The City Council
has approved a similar resolution for another grant program called the "SB 1346 Rubberized
Asphalt Concrete Grant" at the January 24, 2006 City Council meeting.
This year's proposed project would resurface numerous streets through the City's Annual Overlay
and Slurry Seal Program. This project seeks grant funds for Fiscal Year 2005/2006. There is no
local match required for this grant. The grant is a reimbursement for the use of rubberized
asphalt, minimum of 3,500 tons per project. The grant funds would be paid to the City as a
reimbursement, and the savings would be passed on to the following year's project.

FISCAL IMPACT
There is no immediate fiscal impact from submitting the recommended grant application. In the
event that the City is successful in obtaining a Targeted Rubberized Asphalt Concrete (RAC)
Incentive Grant award, the amount would be added to the current project, in which the City
would realize a savings and pass the additional savings on to the next year's project. Funding for
the Annual Overlay and Slurry Seal Program has been approved by the City Council.
