SAND CANYON TRAIL, PHASE II, PROJECT NO. T3011 -
AWARD CONSTRUCTION CONTRACT

RECOMMENDED ACTION
City Council approve the plans and specifications, and award the construction contract for the
Sand Canyon Trail, Phase II, Project No. T3011, to Richard May Construction Inc. in the amount
of $214,604, and authorize a 10% contingency in the amount of $ 21,460.
Authorize $18,000 for construction management and labor compliance services.
Authorize staff to recognize $150,000 in estimated revenues in Account Number 210-5154, and
appropriate $150,000 to Account Number T3011210-8001 to properly account for the Los
Angeles County Park and Open Space District Grant.
Authorize the City Manager, or designee, to execute all documents, subject to City Attorney
approval, arising out of this project.
BACKGROUND
As part of the Fiscal Year 2005-06 budget package, City Council approved CIP funding for the
Sand Canyon Trail, Phase R project which extends the multi -use trail along Sand Canyon Road
from Road Runner Road south to Oak Springs Canyon Road. Approximately 2,200 feet of trail
will be installed within easements granted to the City by the property owners.
The Sand Canyon Trail, Phase II project was duly advertised, for bidding purposes. Although
seven prime contractors and sub -contractors requested plans and specifications in advance of the
bid opening date, there were no bids received. Subsequent phone calls to those contractors
revealed that the contractors elected not to bid on this project because of other work they were
bidding on, or an inability to complete this project along with their current work loads.
Staff reviewed the situation with both the Purchasing Division and the City Attorney's Office.
Pursuant to Public Contract Code Section 20166, the City is not required to re -bid the project and
may proceed to award the contract through the negotiation process.
Negotiations with Richard May Construction Inc. resulted in a bid price of $214,604 to complete
the Sand Canyon Trail, Phase H project.
Through the generosity of Los Angeles County Mayor, Michael D. Antonovich, the City was
awarded a grant for $150,000 through the 2006 Competitive Trails Grant Program of the Los
Angeles County Regional Park and Open Space District. The grant will enable the City to
proceed with this segment of the trail and will help fund early design of the planned segment,
taking the trail north to Lost Canyon Road.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
The total cost of this project is $318,000, of which $63,936 will be used for the design of the
next trail segment. These costs will be offset completely by funds currently budgeted in CIP
Account Number T3011001-8001, in the amount of $168,000, and grant funds of $150,000 to be
appropriated to Account Number T3011210-8001.
