HomeMy WebLinkAbout2006-02-28 - AGENDA REPORTS - SIERRA HWY S3009 (2)CONSENTCALENDAR DATE: SUBJECT: DEPARTMENT: Agenda Item: _ (P CITY OF SANTA CLARIT.A AGENDA REPORT City Manager Approval: Item to be presented by: February 28, 2006 01500 ,el,2 SIERRA HIGHWAY BRIDGES OVER THE RAILROAD, PROJECT NO. 53009 - APPROVE THE PLANS AND SPECIFICATIONS, AND AWARD CONSTRUCTION AND SUPPORT CONTRACTS Public Works RECOMMENDED ACTION City Council approve the plans and specifications; award the construction contract to Griffith Company, hie, for the Sierra Highway Bridges over the Railroad, Project No. S3009, in the amount of $6,098,894.50, and authorize a contingency in the amount of $609,890.00; and authorize the following construction management support contracts: • Approve a service request for quality assurance/quality control for various materials testing to Los Angeles County in the amount of $55,000.00. • Award the construction management support to MNS Engineers in the amount of $387,200.00. • Award the design and construction engineering support to Parsons Brinckerhoff Quade & Douglas, Inc. in the amount of $196,559.00. • Award the construction material testing and soil inspection services to BTC -US Laboratories, Inc. in the amount of $102,702.00. • Award the environmental compliance services to Aquatic Consulting Services, Inc. in the amount of $19,800.00. • Award the Labor Compliance Services contract to Padilla and Associates in the amount of $44,000.00. • Authorize $109,574.00 in administration costs, including staff time. 2. Authorize a Construction and Maintenance Agreement with the Southern California Regional Rail Authority (SORRA) in the amount of $440,000.00 for railroad flagging costs. 3. Increase Revenue Account No. 453-5212 by $2,317,682.00 and appropriate this revenue into Expenditure Account S3009453-8001 to allow for construction management support. 4. Decrease Revenue Account No. 109-6714 by $1,999,000.00 and decrease Expenditure Account No. S30009109-8001 by the same amount; increase Revenue Account No. 205-5131 by $1,999,000.00 and increase Expenditure Account No. 53009205-8001 by the same amount to reflect a change in grant fund source. 5. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND Sierra Highway is classified as a major arterial and a Congestion Management Plan (CMP) route for the region. In 1996, the City restriped Sierra Highway to accommodate three lanes of travel in each direction in order to serve the growing number of motorists along this roadway. This project will replace and/or rehabilitate the existing northbound and southbound bridges on Sierra Highway over the railroad while providing wider travel lane widths for motorists and cyclists, and standard sidewalks for pedestrians in each direction. In consideration of the low Caltrans Bridge Sufficiency List (BSL) rating that has been calculated for the northbound bridge, a determination has been made to replace this structure. In contrast, a more favorable BSL rating calculated for the southbound bridge yielded the need to rehabilitate it with a concrete product overlay. On January 10, 2006, the Purchasing office received one bid for the project, submitted by Griffith Company, Inc. in the amount of $6,098,894.50. Staff recommends that the project be awarded to Griffith Company, Inc. Griffith Company, Inc. possesses a State contractor's license and is in good standing with the State Contractor's License Board. The bid of $6,098,894.50 was reviewed for accuracy and conformance to the contract documents and was found to be complete. References were checked and indicated that this contractor has performed work that met their customers' goals. Construction of the proposed project will relieve and improve traffic flow and promote public safety. Improvements include the removal and replacement of the northbound structure and the rehabilitation to the southbound structure. In addition to these major components, the existing gap between the two structures will be eliminated. The result will be a widened deck and corresponding wider lanes with a raised median separation. This widening of the lanes effectively removes the perception of a'bottle-neck' to motorists, which will in turn improve the flow of traffic. The duration of this project is 360 working days and is estimated to be completed by late summer 2007. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT Grant funds and match funds were previously appropriated. The requested increase and appropriation of HBRR funds and the corrections to existing grant revenues from 109 funds to 205 funds does not impact the budget.
