SUBJECT: ANNUAL ANNEXATION OF TERRITORIES INTO THE
FOLLOWING SPECIAL DISTRICTS: LANDSCAPE
MAINTENANCE DISTRICTS 1, T-1, A-2, AND T1A, AND
STREETLIGHT MAINTENANCE DISTRICT NO. 1

RECOMMENDED ACTION
City Council adopt the two resolutions to initiate the annexation and formation proceedings for:
1) Eight streetlight maintenance developments.
2) Nine developments for landscape maintenance.
City Council approve the Engineers' Reports for the above, and call for and set the Public
Hearings for June 13, 2006.
BACKGROUND
The consolidation of the City's four special districts into one office, located in the Administrative
Services Department, created efficiencies such as the consolidation of the number of City
Council actions needed to approve annual annexations of territories into the City's special
districts. Below is a summary of the annual annexations recommended for the Streetlight
Maintenance and Landscape Maintenance Districts.
Streetlight Maintenance District No. 1 (SMD) Annual Annexations
SMD No. I was established to collect funds to cover the expenses for energy and maintenance of
the streetlights in the City. These costs are billed by the Southern California Edison Company to
the City for all approximate 13,800 streetlights.

The annual annexation of territory into the SMD No. 1 is a procedural matter. The developers
are required to annex their developments into SMD No. 1 as a condition of development to
provide for the installation and maintenance of street lighting. The territories to be annexed into
the SMD are:
• L-70 —TRACT NO. 52355
• L-71— TRACT NO. 53074
• L-72 — TRACT NO. 53419
• L-73 — CARL COURT
• L-74 — TRACT NO. 52111
• L-75 — PARCEL MAP NO. 60894
• L-76 — RIVER VILLAGE
• L-77 - TRACT NO. 61811
• L-78 - TRACT NO. 62464
(See levy amounts on the attached SMD Levy Schedule.) All property owners included in these
annexations will be mailed assessment ballots which will be tabulated at the Public Hearing held
on May 9, 2006. Barring a majority protest at the Public Hearing, the City Council will be asked
to give final approval of the annexations at that time.
Landscape Maintenance District (LMD) Annual Annexations
Like SMDs, the annual anexation of territory into a landscape maintenance district is a
procedural matter that requires developers to annex their developments into a maintenance
district, and as a condition of approval, to pay for the maintenance of medians, parkways, and
slopes that benefit their development.
Council action is required by State statute to approve the annual annexation and levy of fees. To
create an efficient process, staff consolidates the collection of annexations and requests City
Council's consideration on a regular basis. Below are ten individual developments ready for
annexation into the City's Landscape Maintenance District Nos. 1, T-1, and A-2. The
annexations identified as T-9 - A, B, C, D, E, F, and G are zones within District Number 1.

• Annexation T1-32, Residential, Arlen Estates, Lots 1-3
• Annexation T1-33, Commercial, APN 2861-061-023
• Annexation A-2 #7, Residential, Thompson Ranch/Stetson Ranch Project

annexations have previously signed assessment ballots which will be announced at the Public
Hearing on May 9, 2006.
ALTERNATIVE ACTION
1) Do not annex the territory into the Districts.
2) Other direction as determined by City Council.
FISCAL IMPACT
The annual levy of assessments for the above annexations cover the anticipated maintenance
costs within the annexations for SMD No. 1 and for the LMDs. All annual assessments are
subject to the Los Angeles -Anaheim -Riverside Area Consumer Price Index ("CPI"), as
determined by the United States Department of Labor, Bureau of Labor Statistics. It is
specifically provided that the maximum assessment shall be increased each fiscal year by CPI,
computed on the previous fiscal year's maximum assessment. Annually, the City Council may
decide to increase the actual assessment amount. The City Council may adopt a lesser
assessment amount, but may not exceed the maximum established assessment, unless appropriate
proceedings are conducted by the City (Prop 218 ballot process) to authorize any increase beyond
the maximum assessment.
