HomeMy WebLinkAbout2006-04-25 - AGENDA REPORTS - SMD LMD OSMD ASMT (2)Agenda Item: 10 CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: Item to be presented by: Darren HernAndez DATE: April 25, 2006 SUBJECT: INITIATE PROCEEDINGS TO DECLARE THE INTENT TO ORDER PRELIMINARY ENGINEERS REPORTS FOR THE ANNUAL LEVY OF ASSESSMENTS FOR SPECIAL DISTRICTS, LANDSCAPE MAINTENANCE DISTRICT NOS. 1, Tl, T1A AND A-2; DRAINAGE BENEFIT ASSESSMENT AREA NOS. 3, 6, 18, 19, 20, AND 22; STREETLIGHT MAINTENANCE DISTRICT NO. 1; AND GOLDEN VALLEY RANCH OPEN SPACE MAINTENANCE DISTRICT DEPARTMENT: Administrative Services RECOMMENDED ACTION City Council adopt the Resolutions to initiate proceedings for the annual levy of Special District assessments, and direct staff to engage assessment engineering firms to create Assessment Engineers' Reports as required by California State Law. BACKGROUND As required by State law, the City Council must provide annual approval on assessments for each special district in the City. The consolidation of the City's four special districts into one office, located in the Administrative Services Department, created efficiencies, including the consolidation of the number of City Council actions needed to approve annual levies. At this time, the Council is presented with four (4) Resolutions initiating proceedings for the levy and collection of assessments for: 1) City of Santa Clarita Drainage Benefit Assessment Area Nos. 3, 6, 18, 19, 20, and 22 2) City of Santa Clarita Landscape Maintenance Assessment Districts Nos. 1, Tl, T1A, and A-2 3) City of Santa Clarita Streetlight Maintenance District No. 1 4) Golden Valley Ranch Open Space Maintenance District, for FiscalYear 2006/07 So _ 0 -33 Adopted: so, e 0-3 The adoption of the attached resolutions sets in motion specific steps required by State statute and the State Constitution to levy assessments for Fiscal Year 2006/07. At this time, the City Council action only initiates proceedings which call for the preparation of Engineers' Reports detailing the annual levies. Staff expects these Reports to be presented to the City Council on the May 23, 2006 regular meeting. Drainage Benefit Assessment Areas (DBAA) These areas are located throughout the City and were established to fund the maintenance of various improvements in these areas. Currently, the District is comprised of six (6) areas of benefit. Each area is created within the District in order to apportion the annual costs of authortized maintenance improvements and the administration of the District to each property according to special benefit to be conferred on each such property by such improvements. Landscape Maintenance Assessment District (LMD) Currently, the Santa Clarita Landscape Maintenance Districts consist of four districts and 29 individual zones including numerous annexations. These areas are located throughout the City but are concentrated in the Valencia area and established to fund the maintenance of various landscaped facilities. Streetlight Maintenance District No. 1 (SMD) The City of Santa Clarita Streetlight Maintenance District No. 1 was established to collect funds to cover the expenses for energy and maintenance of a majority of streetlights in the City. These costs are billed by the Southern California Edison Company for all (approximately 13,800) streetlights. Golden Valley Ranch Open Space Maintenance District (GVROS) As a condition of the approval of the Golden Valley Ranch Development, the formation of an open space maintenance district was required. In November 2003, Council approved the formation of an open space maintenance district. The open space area consists of approximately 920 acres of natural, undeveloped open space within the Golden Valley Ranch Development. ALTERNATIVE ACTION 1) Do not approve the resolutions. 2) Other direction as determined by City Council. FISCAL IMPACT Adoption of staff recommendations will have no direct impact to the City. Funds for the Assessement Engineers reports are paid out of existing contracts and funded by special district funds.
