SUBJECT: SECOND READING OF AN ORDINANCE AMENDING AND
RESTATING TITLE 8 (ANIMALS) OF THE CITY OF SANTA
CLARITA MUNICIPAL CODE TO ESTABLISH A MANDATORY
SPAY AND NEUTER PROGRAM FOR DOGS, TO REQUIRE
MICROCHIPPING OF DOGS, AND TO ESTABLISH NEW FEES
FOR ALTERED AND UNALTERED DOG LICENSES

RECOMMENDED ACTION
City Council adopt an ordinance entitled: "AN ORDINANCE AMENDING AND RESTATING
TITLE 8 (ANIMALS) OF THE CITY OF SANTA CLARITA MUNICIPAL CODE TO
ESTABLISH A MANDATORY SPAY AND NEUTER PROGRAM FOR DOGS, TO
REQUIRE MICROCHIPPING OF DOGS, AND TO ESTABLISH NEW FEES FOR ALTERED
AND UNALTERED DOG LICENSES."
BACKGROUND
At the regular meeting of the City Council on November 28, 2006, an ordinance amending Title
8 of the City of Santa Clarita Municipal Code was passed on to a second reading. The City
Council directed staff to add language making failure to comply with the mandatory
microchipping of a dog exempt from the fines established by the proposed amendment. Staff
was also directed to return with the ordinance for its second reading at the regular meeting on
December 12, 2006.

FISCAL IMPACT
The fiscal impact is unkown at this time. However, it is anticipated that the revenues generated
by licensing of animals will increase due to the increase in the fee. The amount of increase will
be determined by the number of animals who receive licenses.
