RECOMMENDED ACTION
City Council reject all bids for the Overhead Street Name Signs, Project No. C0029.
BACKGROUND
As part of an overall effort to capitalize on the positive image of the City of Santa Clarita, the
City Council requested that staff design a new street name sign for City intersections. This
request was made to improve the quality of the City's street signage, and also to serve as a
delineation between the City and the County, so that motorists would be aware of when they
were entering or exiting the City.
Staff from several departments worked together to design a street name sign that met the required
standards for street signage, was aesthetically pleasing, and served as a means to identify the City
of Santa Clarita as well as the street name. After several designs were evaluated, the final design
for the new street name signs was agreed to earlier this year, and in May, a prototype sign naming
Valencia Boulevard was placed at the intersection of Valencia Boulevard and McBean Parkway.
The prototype sign was manufactured using the highest quality diamond grade reflective sheeting
material available. Diamond grade sheeting performs better from all angles than the existing
street name signs, which were manufactured with previously approved reflective sheeting. The
new material is substantially brighter than the internally illuminated street name signs which
exist at most intersections. This results in greater visibility to motorists.
During the Fiscal Year 2006-07 budget process, the City Council allocated funds to purchase and
install the new street name signs at gateway locations of the City. The signs will include the
City icon, creating identity for the City that is consistent with the City's Beautification Plan. An
example of the signs may be seen on Attachment "A."
The invitation to bid Project No. C0029 was published on September 24, 2006. On
October 19, 2006, three bids were opened by the Purchasing Division. A protest submitted by
one of the bidders has been considered by staff, and staff believes that the appropriate course of
action is to re -advertise the bid specifications for the purchase of the signs.
This project is currently out for rebid. Staff anticipates that this item will be scheduled for City
Council consideration for award of this project at the December 12 City Council meeting.
