SUBJECT: SUMMARY VACATION OF AN EASEMENT FOR PUBLIC
ROAD AND HIGHWAY PURPOSES (EAST OF BOUQUET
CANYON ROAD AT RUSS JAY STREET)

RECOMMENDED ACTION
City Council deny the request made by Ruth Camargo to summarily vacate a portion of the
40 -foot wide easement granted to the County of Los Angeles for public road and highway
purposes, as described in a deed recorded October 23, 1922 in Book 1256 of Official Records,
Page 308, in the office of the County Recorder, County of Los Angeles, State of California.
BACKGROUND
On March 30, 2006, Ruth Camargo, the current owner of Assessor Parcel No. 2812-008-021,
submitted a Street/Easement Vacation Application requesting the City of Santa Clarita to
summarily vacate a portion of the 40 -foot wide easement granted to the County of Los Angeles
for public road and highway purposes, as described in a deed recorded October 23, 1922 in Book
1256 of Official Records, Page 308, in the office of the County Recorder, County of Los
Angeles, State of California.
The portion being requested for summary vacation lies entirely within Assessor Parcel No.
2812-008-021, northerly of an existing 100 -foot wide road easement for the proposed future
alignment of Bouquet Canyon Road, and easterly of the 62 -foot wide right-of-way of currently
traveled Bouquet Canyon Road.
The portion being requested for summary vacation is located within areas that may be needed for
the future widening of currently traveled Bouquet Canyon Road and/or future trail improvements.
Sections 8331 and 8334 of the State of California Streets and Highways Code lists the criteria by
which "the legislative body (City Council) of a local agency (City of Santa Clarita) may
summarily vacate a street or highway." Thus, the City Council has the discretion of whether or
not to summarily vacate an easement for a street or highway.
Future street and trail improvements on this section of Bouquet Canyon Road that may be
required for future development are unknown at this time. Therefore, staff recommends denial of
the request for summary vacation.

That certain parcel in the City of Santa Clarita, County of Los Angeles, State of
California described as follows:
That portion of a 40 foot Right of Way for Road purposes described in a deed to the
County of Los Angeles by Jim V. Scarcella and Theresa Scarcella his wife and Adam J.
Paul recorded in book 1256, page 308 of Official Records, dated October 23, 1922,
within the west half of the east half of the southeast quarter of the southwest quarter of
Section 6, Township 4 North, Range 15 West, San Bernardino Base and Meridian, lying
northerly of the northerly line of that certain Road Easement described in a document
recorded December 4, 1970 as Instrument No. 3474 and lying easterly of the easterly
right of way line of Bouquet Canyon Road as shown on the Los Angeles County Map
CSB 438-3.
